Congress spokesperson and Deputy Speaker of the Goa Legislative Assembly Mauvin Godinho says that the people of Goa are like the majority of children who do not want to go to school. If Mauvin’s children do not want to go to school it is his problem but most of our children love to go to school, even my two and half year old grand son cries early in the morning to go to school, what has Mauvin got to say to that ?
For the kind information of Mauvin Godinho today majority of the children love to go to school. Mauvin Godinho also says that his party will stand with the views of the people, if my memory serves me right was it not the people’s participatory process that highlighted the anomalies in the initial of RP 2021 drafted by his peers and rejected by the people who further proposed what they wanted in the RP 2021 ? if these were not the views of the people, what other views is Mauvin Godinho talking about ?
In the participatory process people had already logged their complains, grievances, objections and suggestions to their respective villages RP’s and what other suggestion does Mauvin Godinho wants ? If his party cannot understand or does not have the will to do what the people suggested in the first place than it would be better for his party to make way for others who would be willing to do people’s will. Mauvin Godinho also says that “most” of the expectations and aspirations of the people will be made part of their party’s election manifesto.
Can Mauvin Godinho tell us what or which promises the Congress has fulfilled form any of their previous elections ? Secondly elections are long way off and people are seeking changes in the RP 2021 now and today. I would like to assure Mauvin Godinho that Goans are sensible and educated people and know the value of a Regional Plan but his party in all earnest should come up with a Regional Plan that will benefit Goa and Goans and not come out with one that will be detrimental to Goa and Goans and if the current impasse continues and his party remains adamant in destroying Goa and Goans, frustrations will certainly rise and his party-men can expect a lot more than just shoes and “thappads”.
Like Mauvin Godinho pompously said Congress may not scrap RP 2021, but be assured that the Congress Party will certainly be scrapped from Goa at the next elections and finally let me remind Mauvin Godinho that just because Goans have elected imbeciles like him and his party-men in the past, it does not necessarily mean Goans cannot and will not change and vote them out. Mauvin Godinho, do not for a moment think that you are He, just because the first three alphabets of your surname say it, please do not flatter yourself, you and the Congress are not invincible and the sooner you’ll realize it the better it will be. Goans have surely had enough of you and the Congress and so be ready to move out or be kicked out, it’s your take !

CONTEMPT OF COURT PETITION FILED AGAINST GOA GOVERNOR.
CONTEMPT OF COURT PETITION FILED AGAINST GOA GOVERNOR
A Contempt of Court petition has been filed today by Adv. Aires Rodrigues before the Bombay High Court at Goa against Dr. N. Radhakrishnan, Special Secretary to the Governor of Goa for not furnishing information under the Right to Information Act despite the High Court verdict. The petition will come up for hearing before Justice F.M Reis on Thursday 1st December.
In his contempt petition Adv. Aires Rodrigues has submitted that the Goa Raj Bhavan was bound to obey the law and disclose the information sought as the High Court by its judgment passed on Nov 14th had clearly held that the Goa Governor was a Public authority under the Right to Information Act.
Stating that Dr. N.Radhakrishnan, Special Secretary to the Governor had committed deliberate contempt of the High Court order by disobeying it and refusing to furnish the information sought, Adv. Rodrigues has further submitted that the contempt was gross, contumacious and interferes with the due course of administration of justice.
Adv. Rodrigues has also submitted that as long as the judgment continues to operate
the Goa Raj Bhavan could not shirk from furnishing information merely on the ground that the High Court judgment would be challenged before the Supreme Court.
The Bombay High Court at Goa by a landmark 58 page judgment pronounced on 14th November had clearly ruled that the Governor of Goa was a Public Authority coming within the ambit of the RTI Act.
Last week a legal notice was served on Goa Raj Bhavan by Adv. Aires Rodrigues demanding that all the information sought by him through his 15 applications under the RTI Act which are pending at Raj Bhavan be furnished to him within 7 days. In one of the applications Adv. Aires Rodrigues has sought from Goa Raj Bhavan details of the action taken by the Goa Governor on the complaints filed by him against the Advocate General of Goa Mr. Subodh Kantak.
Adv. Rodrigues has also sought copies of noting sheets and correspondence pertaining to the processing of his complaints against the Advocate General. Interestingly despite every other Governor in the country and even the President of India complying with the RTI Act, the Goa Raj Bhavan over the last five years has chosen to avoid furnishing information under the RTI Act on the grounds that the Governor of Goa was not a Public Authority. It may be recalled that the former Chief Justice of India J.S.Verma who is also a former Governor himself on a visit to Goa earlier this year had publicly opined that the Goa Governor was a Public Authority and did come within the ambit of the Right to Information Act. A similar view was also strongly expressed by noted RTI Activist Aruna Roy while in Goa recently.
Ironically the current Goa Governor Mr. K. Sankaranarayanan who is complying with the RTI Act as Governor of Maharashtra, in Goa like his predecessor Dr. S.S.Sidhu has refused to comply with the Act where he is holding additional charge as Governor

ELVINO COMMENTS ON VERONICA'S ARTICLE.
Hi Veronica,
First of all kudos to kranti for enlightening us the readers on different topics of readers' importance. Kranti is the need of the hour and since its beginning kranti has created real kranti. For this reason almost every one is first interested in reading kranti, thanks to your excellent articles and reviews. Keep doing what you are doing. Your writings are the need of the hour.
This is one of your wise article written by you. It is true, when everything fails we have to find out other ways to solve a problem however it might be not liked by many. My fear is, will BJP if approached with your worthy suggestions and if they promise to meet our demands in Goa, will they really keep their promise? if not what is the alternative to teach them immediate lesson or to dislodge them immediately from the conditional power we would be bestowing on them?
Besides, will it be possible to believe them that they will go against their National agenda of hatred only to please Goans? Will BJP give special agenda in Goa only to take advantage of the situation in Goa in order to please Goans and gain the power while their hatred against minorities all over India will continue?
Is it possible for us to believe they will adapt to dual policies; one type in Goa to gain the power and another one in all other states of India where their criminal hatred will continue!. I hope BJP will open their eyes to real truth by giving up the hatred towards minorities and treat everyone in India as equal irrespective of religion, cast or creed if they do this no doubt they can not only grab power in Goa but at the Center too.
Regards,
Elvino.

PARRIKAR'S BJP AND CHRISTIANS IN GOA.
During his last visit to Goa while performing his Yatra, BJP Leader Advani according to available information had a meeting with the Church leaders to discuss the BJP agenda on its communal bias. The results of this discussion was not to my knowledge disclosed, yet it was a good beginning.
Said Gandhji, “India does not need political workers for its upliftment but Social Workers”. In Goa there are very many social workers and their groups striving for the good of Goa. They should join together and collectively as one unit meet the BJP leadership under Parrikar to discuss its agenda for the forthcoming election.

Christian leaders must make a point to call a meeting with Parrikar to get an assurance from BJP leadership that if elected to form the next government in Goa, BJP will never use its power against Christians as it has done in the past.
On the basis of Parrikak’s assurance, Christians as a whole must decide to vote for BJP candidates or no. Alternative to rogue Congress Party is a must now and if BJP discards its communal hatred towards minorities in general and Christians in particular then Christians in general in Goa should think positively. The only irritant in BJP is its communal agenda which it must delete from its hidden manifesto.
BJP’s greatest defect is its communal stand against Christians in Goa and they have openly shown this inspite of having in its fold two Christian MLA’s who both remained as traitors as Judases. Our Christians problem in Goa is that we don’t have a faithful leader to fight for our cause. Mathanay Saldanah and D;Souza from Mapusa both proved to be impotent to confront Parrikar when BJP harassed Christians by cutting Christian holidays and also by ignoring Christians in government jobs. Christians felt hurt when BJP under Parrikar worked against the interest of their religion. That time our both Christians partners in the BJP government acted like purchased commodities by BJP.
Taking advantage of BJP’s biased against Christians, Congress gets Christians votes of course undeservingly but Christians have no other choice but to support Congress however much corrupt Congress may be. The fear of Christians of BJP is very deep rooted because of the sins of BJP against Christians in the past.
This fear from the minds and hearts of Christians BJP can remove only by openly assuring Goan Christians that if voted to power, BJP will not give step motherly treatment to Christians in Goa and will never interfere in their religious rites and formalities.
Can any of the social workers in Goa who is interested in the good results in the coming election come forward to meet the BJP leadership under Parrikar to get an assurance in favour of Christians and also of other minorities?

HIGH COURT DECLINED GOA GOVERNOR'S PETITION SEEKING STAY OF RTI JUDGEMENT.
HIGH COURT DECLINES TO HEAR GOA GOVERNOR’S PETITION SEEKING STAY OF RTI JUDGEMENT
A Division Bench of the Bombay High Court today declined to hear the petition filed by the Governor of Goa seeking a stay of the judgment passed by the High Court which had ruled that the Governor of Goa was a public authority and came within the ambit of the Right to Information Act. “Not before me” said Justice A.P. Lavande who was heading the Division bench along with Justice U.V.Bakre.
In his petition Dr.N.Radhakrishnan, Special Secretary to the Governor of Goa had sought stay of the High Court Judgment passed on November 14th as the Governor has decided to challenge it before the Supreme Court.
Dr Radhakrishnan in his petition further submitted that if the judgment was not stayed he would suffer grave loss and prejudice as the Goa Raj Bhavan would be compelled to furnish information sought under the Right to Information Act.
The Goa Raj Bhavan’s petition follows a legal notice served earlier this week by Adv. Aires Rodrigues demanding that all the information sought by him through his 15 applications under the RTI Act which are pending at the Raj Bhavan be furnished to him within 7 days.
In one of the applications Adv. Aires Rodrigues had sought from Goa Raj Bhavan under the RTI Act details of the action taken by the Goa Governor on the complaints filed by him against the Advocate General of Goa Mr. Subodh Kantak. Adv. Rodrigues had also sought copies of noting sheets and correspondence pertaining to the processing of his complaints against the Advocate General.
The Bombay High Court at Goa by a judgment on 14th November had clearly ruled that the Governor of Goa was a Public Authority coming within the ambit of the RTI Act and that the Public Information Officer at the Goa Raj Bhavan was duty bound to furnish information sought under the RTI Act.
Adv. Aires Rodrigues in his Affidavit filed in response to the Governor’s petition has stated that the Governor’s petition was misconceived and that he was not entitled to any stay.
Stating that the judgment by the High Court has already been delivered and was now operative, Adv. Rodrigues has in his affidavit further stated that seeking a stay now does not arise as no attempt was made to seek a stay when the judgment was pronounced on Nov 14th though the Advocate for the Governor was present when the judgment was pronounced.
Adv. Rodrigues has also stated that now a different bench of the High Court could not stay a judgment which had already become operative.
Stating that the High Court had in a well considered and detailed judgment held that the Governor of Goa was a Public Authority, Adv. Rodrigues has further stated that such a judgment cannot be stayed merely on the ground that the Goa Governor desires to move the Supreme Court.
Adv Rodrigues has also submitted that the Governor has to comply with the RTI Act and that no prejudice would be caused to the Governor if he furnishes the information sought as required by law.
Stating that the petition by the Goa Raj Bhavan has been filed malafiedly and without application of mind, Adv Rodrigues has sought that the High Court dismiss the Goa Governor’s petition by imposing heavy and exemplary costs.
Interestingly despite every other Governor in the country and even the President of India complying with the RTI Act, the Goa Raj Bhavan over the last five years had chosen to avoid furnishing information under the RTI Act on the grounds that the Governor of Goa was not a Public Authority.

SHOULD THE CHURCH OR PRIEST DABBLE IN POLITIICS?
By Nisser Dias 24th Nov 2011
Should the Church or priest dabble in politics?
We are on the threshold of state assembly elections 2012, sitting MLAs and aspiring candidates have already kicked off their campaigns in their respective constituencies. One can see banners, flexes along the roadside. Some ministers have started sponsoring dramas, tournaments in a bid to appease the voters to win over their voters.
During elections time the politicians who have amassed huge illegal wealth, loosen their purse strings and dole out huge amounts of money surpassing the expenditure ceiling imposed by the Election Commission and the majority of voters grab this opportunity to make a quick buck.
Some of the politicians like Churchill Alemao, Ravi Naik, Digambar Kamat and lots others sing a common tune when elections are nearing, ‘people vote for us because of the affection we have showered upon them and the development we have brought in our respective constituencies’. So many years, they have been contesting from the same constituency and yet they need to develop it. It is basically an indication that they are not going to retire from active politics as they have made it their business. In Churchill Alemao’s case this is very evident as even after voters of Benaulim constituency rejected him and subsequently was rejected by the people of south Goa, he continues in politics.
The question that comes to my mind is if these politicians say that they contest because the voters force them, why do they spend colossal amounts of money to win elections. As I said before lakhs of rupees are spent on banners or flexes wishing people on festivals, sponsoring chicken and beer for parties and picnics, funding tournaments. Huge advertisements on news dailies. If people urge these politicians to contest, why do the politicians not advice the constituents to fan out in the constituency and convince people why they should elect them. Why do the politicians need to pay the workers to fix banners, party flags, canvass among other things.
Be that as it may, over the period of time politicians have seen the power of the church or rather the parish priests to change the tide in their favour. For decades now priests have been using the pulpit specially in the Salcete taluka to canvass for Congress candidates. I do not know whether it is the dictum of the church or whether the parish priests are doing it on their own. In any way it is wrong for the church or the priest to use place of worship to carry out a crusade for a certain party or a candidate. The church or the priest can educate its laity on how vote and what to see in a candidate or a politician party while casting the ballot, but surely not whom to vote.
As recently as last week, Fr. Tadeo – parish priest of Vaddem in Sanguem constituency was quoted in the advertisement on a local daily singing praises of Yuri Alemao on his birthday who is aspiring to contest from the said constituency. Fr. Tadeo said, “Yuri is young and shown that he is capable of doing work. He is blessed with the natural qualities that attract people, he is mild, humane, easily approachable and can speak to people’s heart. He will make a good MLA since he can deal with people and has good administrative qualities. He has helped my parishioners by providing generator, he has built a chapel and sponsored pilgrimages of the faithful to Vailankanni. I wish him God’s choicest blessings on his birthday and for his political career”.
Did, ‘His Grace’ Bishop Filipe Neri Ferrao give his assent for such a statement if not have the officials at Bishop’s house demanded an explanation from Fr. Tadeo. The faithful have a right to know.
We have seen in the last five years that Urban Development Joaquim Alemao father of Yuri has been hauled up by the High Court for building of sun bays illegaly at Baina Beach which were ordered to be demolished by High Court and cost be recovered from the officials. Joaquim was exposed by the Comptroller and Auditor General of India for criminal waste of public money for ordering sweeping machines worth crores of rupees which were not even used once. Then wasting Rs. 7 crores to set-up a treatment plant at Sonsoddo with untested technology. If this is not corruption what is? Lest one should forget Joaquim Alemao is being investigated for illegal mining in the state too.
Could Fr. Tadeo tell us the source of income of Yuri Alemao to be able to build a chapel and to sponsor pilgrims to Vailankanni? If he is using his father’s allegedly ill-gotten wealth to win over votes then Fr. Tadeo is equally responsible of promoting corruption and dynastics politics. The question is what is Fr. Tadeo’s interest in promoting Yuri? Fr. Tadeo be better adviced that one does not have travel almost 50 kms from his place of residence to undertake social work. Yuri has seen huge mining potential in Sanguem and through politics he want to exploits it.
Of course Fr. Tadeo is not an isolated case of a priest in this practice of promoting candidates by motivating the laity to cast their ballot in their favour, there are many others. Fr. Conceicao D’silva hobnobs with most of the catholic politicians and in times of political crisis also helps in mediation. His birthday parties are lavish with most on the ministers on the invitees list, bestowing him with equally lavish gifts. With all the politicking he has indulged in, he could be a politician in his new avatar.
Controversial priest of Colva Fr. Diego also indulges in politics. During last assembly election when he was the parish priest of Colva his sermons were more political than spiritual. And as if that was not enough on the day of polling he was in the church yard which is in close vicinity to the polling booth showing his hand to the voters – as if trying to wave out to them but in reality he was urging them to vote for Congress whose symbol is ‘hand’.
Then we have Fr. Eremito Coutinho currently posted at Seraulim. An ardent fan of Churchill Brothers football tea but over the years his passion has spilled on to politics. Fr. Eremito wanted to allegedly print lottery coupons with Churchill Alemao’s picture on it. He was stopped in his tracks by some donors who contribute money to the church as well wishers.
Bishop Filipe Neri Ferrao during his annual interaction with politicians and the media preaches about curbing corruption and upliftment of the poorer section of the society but here are his priests urging the laity to vote for the most corrupt ministers and their families. God forgive them for they do not know what they are doing.

PAWAR TASTES POWER OF "THAPPAD".
The Powar Of Thappad “Thappad” is India’s indigenous weapon in more ways than one and more so from the hands of a woman and if they are blessed and possess the swing of compatriot Christina Kim than the “thappad” could land up with a hole in one for many a male egos. In Bollywood movies too we have seen “thappads” being delivered in almost every movie and the idiot box is not too far behind in their “saas bahu” episodes, the “thappad” is often delivered like the crack of a whip and the recipient is more often then not left dazed and humbled. The “thappad” is weapon that can have maximum emotional effect with minimal physical pain and in males it is also known to lowers down testosterone levels and sometimes said to even cause temporary impotency !
In real life too we may have witnessed “thappads” and the effect it has on the recipient, it is certainly not the best of things to happen to a person especially in public and that too, to a public figure and more so in front of the press cameras. The incident that occurred a couple of days back, where a “thappad” was administered to a veteran politician in public view and under the very nose of the media, has indeed resounded around the world. In India it has shattered the confidence of most of our netas and babus.
Harvinder Singh has been hailed as a hero and his few minutes in the sun and fame has had our netas holding on to their “dhotis” of indignity, as though their lives depended on it. The “thappad” shook even the Indian Parliament and most of its residents who deserve to be behind bars, have the audacity to cry murder in Parliament. Our politicians deserve lot more than just a simple “thappad” for all their sins of commissions and omissions, but even if the “thappad” does not do enough justice for the desecration that the residents have to the Indian Parliament and our Vidhan Sabhas, it could just be the start of worse thing to come and who could then blame the likes of Harvinder Singh.
We have already seen a lot of footwear projectiles being launched with the precision and trajectory of tomahawk missiles at politicians around the world and it is no surprise that now a “thappad” has landed on the face of a veteran politician in India and that too a Minister in the coalition government at the centre. Harvinder Singh claims he did it for publicity and the veteran minister has been man enough to publicly swallow his pride and forgive this humiliating act, but did he forgive him from his heart ? As far as we all know, Indian politicians to gain sympathy and mileage will go to any length in public but in the confines of their hearts it will certainly be a very different story, humiliation is one aspect that our politicians will never be able to accept or digest.
Why have politicians all of a sudden become prone to attacks from the public ? The answer is well and truly simple, frustrations at the high levels of corruption and nepotism in governance and as frustrations are rising people are becoming bolder by the day and the future indeed looks ominous. We have seen revolts in Egypt, Syria and Libya in the aftermath of rising frustrations and the same thing could happen to India and even to Goa, we are at the moment faced with an uncontrolled fire breathing dragon, breathing flames of corruption from one nostril and flames of price rise from the other and sooner or later the people will be forced to fight back to survive, like it happened in Egypt, Libya and Syria.
I am sure there are a lot more Harvinder Singh’s around waiting for their moments in the sun, even if it’s just for the publicity. Sharad Powar was surely lucky to end up with just a “thappad”, with all the scams and the inflation to go with it, it could have been really worse. Judging by the reaction, there has been no public outcry against Harvindar Singh but on the contrary he has been hailed as a hero, Sharad Powar has already been singled out and felt the power of the “thappad”, so at the moment our netas and babus will have to watch out and if they do not change for the better it could be their turn the next time round and it could well be a lot worse than just eggs, shoes or “thappads”, as such it would be only appropriate to say abb tera kya hoga Digu ?

SOTER D'SOUZA IN REPLY TO "KUWAIT GOAN CHAMCHAS OF CORRUPT GOAN POLITICIANS".
The tiger's spots can never change. BJP believes that minorities must be subservient to Hindus and live in India with the blessings of Hindus. Whether Advani studies in st. Patricks or not, the agenda is clear. So for BJP, no matter what they say in public, minorities can never enjoy equal rights with Hindus.

KUWAIT GOAN "CHAMCHAS" OF CORRUPT GOAN POLITICIANS.
The Election in Goa is round the corner, hectic preparations are going on from behind the curtain clandestinely and also openly. No party so far shows unity in its objectives. Every member of every party speaks on his own tone as if he is the whole and sole of the party that he belongs to. The Congress of Indira Gandhi now headed by her Italian descent daughter-in-law coming from Catholic Christian community, Sonia Gandhi, is in total disarray in Goa. Overwhelming majority of this Congress party MLA’s and ministers are traitors, they are not faithful to their Congress Party but they are in the party and in government for their own benefit. In view of this they will never serve the real interest of Congress but their own interest only and to suit its purpose Congress will accommodate all the rascals because Congress itself is a rascal party.
Yet overwhelming majority among Christians in Goa is supporting this party partly because of the communal fear of BJP and MGP. Taking advantage of this factor, Congress Party in Goa takes Christian voters for granted. BJP in particular to woo the Christians voters in Goa must openly declare its true intention of NOT BEING BIASED AGAINST CHRISTIANS AND OTHER MINORITES. Because of its communal practices, minorities in India are afraid of BJP thereby giving advantage to Congress. Majority of Goan Christians vote for Congress party candidates not because they love Congress party but they hate BJP because of its communal actions. BJP has to declare its clear intention on this issue before the election.
Since getting Congress ticket is all the more important, every aspirant for this ticket will do his best to satisfy the high command by doling Suitcases containing Crores of rupees and also beautiful females. If Rahul Gandhi demands in exchange for Congress ticket wife or sister or daughter of any ticket aspirant this request will be surely met because what is important is election ticket. Rahul Gandhi is a bachelor and all sorts of stories are surrounded on his illicit sex life just like that of his late uncle Sanjay Gandhi. Up to now no news of his intended marriage to his once girlfriend Veronique from France but Goan election ticket aspirants will surely offer him, if he asks, their wives and daughters and these wives and daughters will surely and willingly surrender to young Rahul Gandhi or any “Zoddo” Congress emissary seated at Goa Desk in Delhi because these Goan wives and daughters of some Goan corrupt politicians are worst than prostitutes. They are highly greedy for money and political power thru politics. They are undignified females married and unmarried for this reason they are pushing their male mentors into doing anything to get them tickets for contesting the next election. They are shameless women. For the sake of power and illicit money they will surely and shamelessly stoop to any ebb.
Some of the corrupt Goan politicians have recently opened a political front in Kuwait for their political gains in Goa thru the patronage and financial support for Goan Soccer and Tiatro activities in Kuwait. These corrupt Goan polititicans are doling lot of looted money to promote their interest in Kuwait with the help of their equally corrupt “Chamchas” in Kuwait.
There are no better Chamchas of corrupt Goan politicians in the world as they are in Kuwait and they are concentrated only in the fields of soccer and Tiatros. Great activities of high caliber and intellectual genius they cannot undertake in Kuwait and such great activities they have never undertaken in the past either because their brain power is domestic. They have not even associated in the Konkani movement initiated in Kuwait earlier and also they have never associated in the movement initiated by Kuwait Goans in support of the liberation of Kuwait, neither the corrupt Goan politicians supported Kuwait cause during the invasion of Kuwait.
They are all to be treated as anti-Kuwait, ungrateful to the country that gives them daily bread. Because of Kuwait these Pimpy type of Goans are something in life, even the girls they got to marry it was only because of their employment in Kuwait otherwise they would still rot in Goa as unwanted by anyone. Kuwait is a good place for these Goans to get cheap prominence thru cheap Chamchagiri. The fair image of Kuwait Goans was spoiled by these Chamchas of corrupt
Goan politicians.
Everyone everywhere should know that Kuwait Goans who support the corrupt Goan politicians in Kuwait by promoting their images and names are not representing Kuwait Goan community and overwhelming majority of Kuwait Goans hate them and dislike them. By using the name of Goa for their activities they are prostituting the fair image of Kuwait Goans who are known to fight for justice and uprightness since time immemorial. Kuwait Goans in the past undertook so many great and upright activities for the cause of Goa and Goans but never these Kuwait based Chamchas of corrupt Goan politicians involved in these activities.
I still remember a statement made by one corrupt Goan politician saying “when I visit Kuwait, my hosts on silver platter doles me their wives and daughters for my pleasure”. If this is true, then people must judge the character of the visiting corrupt Goan politicians and their hosts in Kuwait. Kuwait Goans as a whole are known to stand by the just and right causes and because it is so they have played a major role in the development of community affairs in Kuwait and in Goa. But recently some Goan Pimps are creating very bad image of Kuwait Goans by flirting with corrupt Goan politicians. This has to be stopped if Kuwait Goans as a whole want to retain their fair image of uprightness. In this direction, genuine and unbastardised Kuwait Goans must stop supporting the Goan Clubs in Kuwait and their activities financed and supported by the corrupt Goan politicians. In fact all the corrupt Goan politicians refrained from supporting the cause of Kuwait when Kuwait was under the invasion of Iraq for 7 months. Also, all the Goan Chamchas from Kuwait promoting the interests of corrupt Goan politicians should be treated as Anti-Kuwait because in tune with their masters these Kuwait Goan Chamchas also refused to support Kuwait’s cause when thousands of Kuwait Goan evacuees organized a movement against the invasion of Kuwait.
Very cunningly corrupt Goan politicians are using their Goan Pimps in Kuwait to impress upon their relatives, friends and others in Goa to vote for them and their candidates in the coming election. These corrupt Goan politicians are trying to use their Goan Chamchas in Kuwait to influence their closest and nearest in Goa to support them in the coming election. These corrupt Goan politicians are mainly targeting the Salcette voters. I have strong faith in the wisdom of Salcette voters to act just in the same manner they did in the past during the Konkani movement and Opinion Poll.
One Tiatrist after the Opinion Poll rendered one beautiful solo saying “Goem rakhlem Saxttikaranim kiteak Saxttikaranchi ghott asli mhon Saxttichi Kaxtti”. Let us see how strong remain the Underwear and Pant of the current Saxttikar in the next election to save Goa from the claws of corrupt Salcette politicians.
Everyone should be careful first of the Kuwait Goan Chamchas of corrupt Goan politicians. These Chamchas of corrupt Goan politicians are cheap and intellectually bankrupt. For this reason corrupt Goan politicians are targeting these Kuwait Goan Chamchas. Everyone must boycott the corrupt Goan politicians in Goa and their Goan Chamchas in Kuwait by not patronizing their activities in any form. It is a sin to patronize and support corrupt Goan politicians because thru their political and financial power they spread sin in Goa thru corruption. Hence, those Kuwait Goan Chamchas supporting the sinful corrupt Goan politicians are also committing NOT ONLY AN ORDINARY SIN BUT A BIG SACRILEGE.

GOA GOVERNOR MOVES HIGH COURT SEEKING STAY OF RTI JUDGEMENT.
GOA GOVERNOR MOVES HIGH COURT SEEKING STAY OF RTI JUDGEMENT
The Governor of Goa has filed a petition before the Bombay High Court at Goa seeking a stay of the judgment passed by the High Court on November 14th which had ruled that the Governor of Goa was a public authority and came within the ambit of the Right to Information Act. The petition will be heard on Monday 28th November by a Division bench comprising of Justice A.P Lavande and Justice U.V.Bakre
In his petition Dr.N.Radhakrishnan, Special Secretary to the Governor of Goa has sought stay of the High Court Judgment as the Governor has decided to challenge it before the Supreme Court.
Dr Radhakrishnan has further submitted that if the judgment is not stayed he would suffer grave loss and prejudice as the Goa Raj Bhavan would be compelled to furnish information sought under the Right to Information Act.
Despite every other Governor in the country and even the President of India complying with the RTI Act, the Goa Raj Bhavan over the last five years had chosen to avoid furnishing information under the RTI Act on the grounds that the Governor of Goa was not a Public Authority.
S.S.Sidhu has refused to comply with the Act where he is holding additional charge as Governor.

SAVE EVERY VILLAGE IN GOA.
Save Every Village In Goa
The isle of Vaxim, one could say God own abode, I was on that island just once and it was an amazing feeling, green all round, small houses narrow winding roads, high lands and low plains, vast paddy fields, coconut plantations, mangoes, jackfruits all over the isle and most of all water water every where. Isle of Vaxim is also blessed with mangroves that attracted a lot of birds, as it makes an ideal nesting place, a natural habitat. It is also rich in flower, fauna and water life, crabs and fishes a plenty.
That was a long time ago and I would have visited that island paradise more often during my younger days but for the three course road transport (bus) and a ferry crossing. The journey from my place to the isle had taken me around four hours of start-stop-break journey but even though the journey was agonizing, once there, it was soothing. It is one of the most beautiful places in Goa and the people there were very accommodating and helpful. Even though my own village is a paradise on earth I envied them.
Today the beauty of the isle of Vaxim has become the cause of a lot of heartburns and anguish for it’s residents, as land mercenaries in the form of builders are all set to gore and desecrate this beautiful virgin island, with the help of our very own ever greedy, corrupt politicians and Authorities. Last few weeks the isle of Vaxim has been in the news on a daily basis, as the faithful residents have set out in unity to stop the rape of their land. A people committed to the cause of their land for the sake of their own future and the future of the generations to come. I salute these brave hearts for their sense of loyalty and determination to save their land from being devoured by selfish, heartless and conceited commercialists.
The residents of the isle of Vaxim have shown Goans why unity is important and what it can do, just like the residents of Nuem, Khola, a tiny village on Goa’s west coast who fought together in unity and saved their land from miners and a five star consortium, residents of Caverm too in unity closed down an illegal mine, if these three tiny villages showed willingness and commitment to save their respective villages from land mercenaries who are helped by our very own traitors, the corrupt and greedy authorities, why cannot the rest of Goa ?
No doubt all over Goa people have been fighting against land atrocities but still it’s just a few people here and a few people there, even though the whole of Goa is affected by these atrocities. We Goans have always been termed “susegad” because of our way of life and our inability to react to an atrocity in any form till it comes knocking at our own doors but by then it becomes too late for any effective and concrete action and we are forced to accept our fate in a “susegad” manner.
The RP 2021 that our Authorities are trying to force down our gullet has been a clear indication that they will stop at nothing in their quest to destroy Goa and Goans and be assured that benevolence is not a virtue that our Authorities are known to be embedded with or possess. They only succumb to mass movements, that threatens their chairs and not good will or dialogue and we have history to prove that.
Goans if we do not wake up now and join the fight we will be run over and out of our own lands and then we will have nothing to fight for or call our own. Let today be the day that we take a firm decision for our own welfare and that of our generations to come. Today it is Vaxim tomorrow it could be our very own backyard, Goans unite and fight to protect our land from the land mafia and their cohorts. Save not just Vaxim but every village in Goa. Jai Goa !
Freddy Agnelo Fernandes.

Jai Goa !

THE PRIORITIES TO SALVAGE GOA.
THE PRIORITIES TO SALVAGE GOA
By Aires Rodrigues
Goa lies in a critical state so very wounded and brazenly defaced. Being a small beautiful State blessed with abundant resources and a very picturesque landscape it should have been India’s best State in all respects. If immediate remedial steps are not taken we will lose the battle to Save this once Paradise of the east now in a state of decay, disarray and grave concern.
Goa needs to have a planned development with an environmental vision by first improving Goa's crumbling basic infrastructure while also tackling serious issues like garbage and vehicle parking in cities on a top priority. Every citizen has a right to good roads, proper power and water supply. The Planning and Development authorities (PDA’s) must be scrapped and planning work must be facilitated by assigning a Town Planner at every Municipality. There is an urgent need to enact necessary amendments to the Town and Country Planning Act to ensure that land use is not manipulated at the whims and fancies of those in power.
There has to be a check on rampant corruption, gross indiscipline and rank abuse of authority currently prevalent in Government offices. With corruption having peaked, Goa urgently needs the setting up of a "Lokayukta” to ensure public accountability of Ministers including the Chief Minister, Members of the Legislative Assembly, Municipal Councilors and Panchayat members, Chairman, Vice Chairman, Managing Director and Members of all the Corporations under the control of the Government. The working of all the NGO’s also needs to be made transparent and accountable.
Independence of the police force is a must. Ministers and MLA’s should stop controlling and manipulating police stations. The power to transfer and promote police personnel should vest only with the Director General of Police, IGP and DIG.
To promote the interests of Goa’s educated unemployed the Government should revert the retirement age of government employees to 58 if not 55 and stop the extensions in service and contract appointments being given to retired government officers.
We need to ensure transparency in recruitment of all government staff by entrusting the entire selection process to a properly constituted Goa Public Service Commission. Selection to all posts should be strictly on merit. All government jobs should go only to people of Goan origin and 80% jobs in private and other organizations must be reserved for those who are domiciled in Goa for at least 25 years. Many of the unnecessary Government Corporations which are operating as white elephants burdening the tax payer should be wound up. The rest should be headed not by politicians but experts in the field related to the subject matter of the Corporation.
Information sought under the Right of Information Act has to be made more accessible to the public by having a centralized call centre in the State to handle all applications for information under the Act as has been done in the State of Bihar.
We must seriously look into the illegal migrant vote banks set up in most constituencies by certain politicians. All bogus voters on the electoral rolls of Goa need to be deleted as most of them are existing as voters in their home state too.
There is need for a law to regulate sale of land to persons not of Goan origin. Communidade land has to be protected for the purpose it was envisaged by taking deterrent action against large-scale encroachment and land use violation.
Everything possible needs to be done to keep Goa alive and healthy for generations to come. Posterity will not forgive us if we do not thwart the vested designs of those selfish and ever so greedy politicians who are out there in full force to devastate, destroy and bury Goa.

POLITICAL MILEAGE FROM PUBLIC WORKS.
Political Mileage From Public Works.
With the elections nearing, hot-mixing of roads in south Goa has started at a frantic pace, looking at which, it almost makes me believe that it would be a blessing to have elections every year ! Roads in south Goa are getting a shinny black look and for a change roads are being tarred soon after the rains instead of just before, thanks to the elections, our people will get good roads for a longer period of time this year.
The PWD stands for Public Works Department and is funded by public money for public purpose and is surely not a charity institution funded by any Minister or bureaucrat. The Ministers may be allotted ministries by the Chief Minister for reason best know to him but that does not give them the right to act and think that they own the department by their birth right, to do as they please, what they please and when they please.
As ministers they should realize that they are answerable not just to the people who elected them but to every Goan, as Goans everyone has the right to a better life and better facilities and not just a select few constituents. Goan politics is in shambles at the moment and it will get only worse if we keep on electing these ignoramuses over and over again. It’s been proved beyond doubt that none of these elected MLAs are capable of working for the cause of Goa and Goans but they have already achieved their goal of joining politics, they done what they set out to do and more. They have made enough money to last them a few generations at the cost of Goa and Goans, unfortunately they are not done with it yet and still continue to fool gullible Goans.
Conniving is an act that our Goan politicians have mastered to perfection over the years. They will go to any length to draw political mileage, especially in times of disasters, man made or otherwise. They are like the soaring eagle in search of a morsel and when it locates one it makes a dive and goes for the kill from any height, so to our politicians, a whiff of something and they go for the kill, I mean for political mileage.
The stand off between the Banaulim MLA, Mick Pacheco and the PWD Minister, Churchill Alemao is a typical example; the charade at the hot-mixing site highlights the paucity of their inane mentality, each trying to take political mileage of the public works that are in progress. In Benaulim the PWD Minister has been hot-mixing roads in the presence of his daughter Valanka, who is a potential candidate for Benaulim, as though the hot mixing is being carried out with his or her personal funds, on the other hand Micky Pacheco has been breaking coconut after coconut for public works that are in progress in his (supposedly) area as though he has been paying for it from his own pockets. Oh, how I wish they would break their own heads instead of coconuts ! Are we Goans fools enough, to fall for such cheap crap and elect such imbeciles ? Or are we ?

KUWAITI SOCCER-KUWAIT GOAN SOCCER & CHEAP GOANS.
Before coming to Kuwait for employment while I was in Goa doing my studies at Arpora first and then St. Xaviers College at Mapusa and being a very good footballer I was reading lot of Kuwait soccer especially when Kuwait employed the services of world best Brazilian coach Mario Zagallo immediately after the 1974 World Cup. Zagallo was brought to Kuwait with a world record fee of 10 thousand dollars per month with everything found. Since this was the case I was more impressed by the development of Kuwait soccer. I was longing to be in Kuwait so that I can play there for any big club in Kuwait’s League and other Kuwaiti soccer tournaments organised by Kuwait Football Federation. Though I was keeping track of Kuwaiti soccer yet I was ignorant of the real fact that this soccer is only for Kuwaiti citizens. When I came to Kuwait I was very happy but when I enquired I was shocked to know that expatriates are not allowed in Kuwaiti soccer and Kuwaitis alone can register in Kuwaiti soccer. All my hopes of playing top soccer in Kuwait gone down and my ambitions collapsed. My thoughts remained thoughts only. It was like what we say in Konkani “Chintnam Zalint Sopnam”.
There were two great soccer players in Kuwait playing for Kuwaiti National Team and both of them were expatriates, one was Lebanese Tarabulsi and the other an Egyptian Fati Kameel. Both were exceptionally talented and skilful; Tarabulsi was a goalkeeper who even received offers from Brazil and the other was Fati Kameel a forward, a very good dribbler like having magnet to his feet. His style of playing and dribbling was like that of the great Frenchman Tigana of Eighties. Kuwait has not yet produced such great players, both of them represented Kuwait National Team in the World Cup in Spain 1982. However, before they were inducted into Kuwaiti Soccer and in the National team, they were conferred with Naturalised citizenship making them a way to represent Kuwait.
Among the expatriates in Kuwait, Goans are known to be great lovers of soccer. It is not that other nationalities and other communities are less, in fact they are more but we Goans are making big noise of our soccer thru media. Many of the expatriates in Kuwait know thru Goans that in India people play foot-ball also otherwise Indians are known to play Hockey and Cricket. Even in Kuwaiti society there is an impression that Indians are very poor in soccer. In fact, India is very poor and backward in soccer while Kuwait and other Gulf countries reached to very high level. Kuwait played in the Olympics soccer and World Cup besides at Asian soccer Kuwait created a strong mark for itself while Indians are very backward. India with the current rate of development will not even dream to represent in the World Cup. While the rating of India is so low, we Goans in Kuwait are depicting our image as so high.
Earlier I was supplying the news of Indian soccer activities in Kuwait to both the local English Dailies. Reading my news the Sports Editor of Arab Times, Mr. Porter a British was getting astonished. To confirm for himself what I write is deservingly correct, he one day personally came to watch our soccer at Sour Ground and immediately made up his mind telling me “it is only on paper a reader is getting an inflated image of your soccer”. In fact our soccer that we play in Kuwait is very low compared to what we play in Goa, we play soccer in Kuwait as a means of past-time or for recreation and many of us to gain cheap prominence because local English Press is very considerate in allowing lot of coverage for our soccer with photos many times of cheap publicity seekers.
One of my reasons to give enormous promotion for our soccer since its inception in 1979 in Kuwait was to get employment opportunities to many of our young footballers who have no godfathers to employ them in good organisations with good salary. We do not have professional clubs and organisations to employ footballers but we have some people working in good positions in their companies. Since they run their teams they try to use their influence to get employment in their companies for good footballers who then play for their teams. Peter D’Souza of Bosh and the late Willie Gomes of Tanagra were known to have helped many Goan footballers in getting jobs in their organisations since both were holding good posts in their companies. Peter D’Souza was for Salmiya Youth first and later on for G.O.A. Maroons while Willie Gomes for Goan Sporting.
Though our soccer is big for us here especially for those who are directly and indirectly involved in it yet the overall standard of our soccer is that of what we play in “Xetan” in Goa. At moment the soccer what we play in Xetan in Goa brings us closer to each other and one another thereby creating a strong and lasting bond between and among us. But in Kuwait unfortunately many times more rifts are created among us because of this soccer. When there is a conflict due to the rivalry on the field the end result turns out to be like Indo-Pak War. Most of the conflicting acts and rivalries took place when our soccer activities were conducted at Sour Ground because rowdies used to take benefit of the chaotic situation to carry forward their rowdism. Since last 4 years Sour Ground is closed and our activities are shifted elsewhere. However, unfortunately what damage this soccer has done for Goan unity during the last 4 years was much more and much disastrous than all the preceding years at Sour Ground because few Goans have mortgaged their Goan pride into the hands of non-Goans who were instrumental in creating rifts among Goans from the time of the formation of Kuwait Indian Foot-ball Federation.
Many of the third grade Goans in Kuwait are involved in running our soccer here. People known as professional Drunkards are on forefront, people leading an immoral life deserting their wives are playing major role and the corrupt persons promoting the interests of the corrupt Goan politicians are fully immersed in our soccer activities. They get from corrupt Goan politicians lakhs of rupees looted from Goans in Goa. Why such third graded Goans are so deeply involved in our soccer? It is only to get cheap prominence in public life, to get their photos appeared in the media thereby falsely depicting them as heroes of the Goan community. In fact none among them is a real hero, they are all first class Zeroes for this reason they opt for soccer activities which fetch them good dividends in cheap publicity. This is good for cheap Goans for cheap Tamasha. Undignified Goans alone crave for such cheap publicity because there is no other way for them to gain limelight. This type of cheap publicity better seen during the prize distribution ceremony and when introducing the players to the chief guest when all the Goan Ladrus & Pedrus are unnecessarily also seen in the “Q” to shake hands with the players.
When you observe their movement during the soccer matches they give an impression that they are running the affairs of FIFA. If you see their faces on the photographs in the media they look like the organisers of World Cup. In fact they are nothing when out of Kuwait. This place is the best place for such people to make their presence felt and to identify themselves as somebody in somebody’s land. Once they are in Goa for good, they will be drowned in the ocean as drops of water like their predecessors who are living their retired life in Goa as unknown entities.
According to my information, those who are promoting the names and images of corrupt Goan politicians in Kuwait are receiving lot of looted money from the corrupt Goan politicians. Every person especially players playing for the teams patronised by the corrupt Goan politicians should refrain from associating with such teams because there will be cursed on such teams since they are financed by the cursed money looted from the Goans by the corrupt Goan politicians.

"XIRLO" TIATRO REVIEW.
As scheduled, the Tiatro ‘XIRLO’ written and directed by Mario Menezes was staged on
Friday the 18th inst. in Kuwait. Watched by a big audience it started at 5.00 pm instead
of 3.30 pm as announced earlier. The actual curtain opened at 4.30 pm for the ceremony
of introducing the special guests and artistes to the audience. Mr. Gasper Crasto compeered the proceedings.
In his masterpiece Novel Dr. Jackeyl and Mr. Hyde, Robert Stevenson said ‘Man is not necessarily one but necessarily two’. This was exactly shown in Xirlo by Mario Menezes where like Chamelon man changes the colour of his actions and deeds according to his needs.
Since this Tiatro is going to be staged in Goa and elsewhere it is not nice for me to describe the story of the play but it is worth watching though it did not reach to the expected level. For many in the hall it turned out to be a drab affair without much excitement. With certain changes and corrections it can surely turn out to be an excellent Tiatro.
Seasoned artiste Rosy Alvares played her role extremely well while pretty looking and attractive Jessica captured the attention of the audience while performing her role. Lawry Travasso and Mathew Araujo along with Mario Menezes played their roles well.
Comedian Joana with comedian Ben Evangelisto acted well. There was a time the main comedy role was played by male comedians like Kid Boxer, Jacinto Vaz, Jepsis Hitler, Champion Peter, Greg and others but now female comedians started playing this role and that too very successfully to the satisfaction of the audience. Comedian Joana did her comedy role just like any other earlier well known male comedians. She was in this role ably supported by comedian Ben Evangelisto who did justice to his comedy role thereby gaining lot of respect from the audience for his different character roles.
Among the Side Show songs, the first song on the late Rosary Ferns rendered by Lopes Bros. was the best not only in composition but also in the way they both sang blending their beautiful first and second voices with perfect clarity. In this song, Lopes Bros. described Rosary Ferns in his totality as far as his Tiatro activities are concerned. This wonderful song was listened by the entire audience with rapt attention. And as a mark of respect for the departed soul, preceeding this song, one minute silence was observed in the hall. The other song that carries the maximum marks was the trio eulogising the priesthood of a Goan priest Fr. Domnic Santamaria who has been serving Kuwait Church since 1973. It was rendered by Cajetan de Sanvordem – Mario & Nichael. Cajetan de Sanvordem was at his best while singing this song showing lot of serenity in his voice.
The other songs that deserve mention are of Lawry Travasso's solo on "Bhogti Ghitancho Jhelo"; Tony de Ribandar’s solo on Goan politicians; Jessica’s solo, duet of Jessica and Lawry Travasso, comedy solo of Ben Evangelisto and comedy duet of Ben Evangelisto with Joana. For this song Ben was at his best with Guitar in his hand.
This Tiatro was organised by Kuwait Goan Association whose president Salvador Dias left no stone unturned to attain total success in staging this Tiatro in Kuwait. Well done Salvador. Keep it up. From my experience point of view I know how difficult it is to organise such shows in Kuwait. And still you came out successfully. Even your Souvenir was wonderful.
Seen are the artistes on the Stage for the introductin ceremony.

LOPES BROS TO SING A SONG ON THE LATE ROSARY FERNS ON FRIDAY TIATRO.

The two Kuwait based well-known Tatro artistes Lopes Bros. once again will delight the audience on Friday 18th of this month by singing a specially composed new song on the late Rosary Ferns. In this song according to the available information Lopes Bros. will depict the life and works of the late Rosary Ferns as no singer and composer has done earlier.
In his untimely death in Janaury this year a solid void has been created in the Tiatro industry. In all probability this void will remain unrefilled because artistes like the late Rosary Ferns come to this world only once.
In the last Tiatro recently staged in Kuwait by Milagres de Chandor, Lopes Bros surprised the audience by singing the most beautiful song in that Tiatro on "Anna Hazare".
UGC 36TH SOCCER EDITION IN KUWAT WON BY MALABAR.

Malabar lifts the 36th UGC tourney for the first time.
The spectators got a chance to see an exciting game of football in the finals of the 36th UGC tourney between Malabar FC and Curtorcares on 11-11-11 at Shuwaikh MOH grounds. The favorites Curtorcares were defeated by Malabar by a solitary goal.
Both the teams started playing with a quick pace and looked threatening in the initial minutes of the match. Malabar began to settle down and maintain more possession on the ball and began to create some attacking chances. The momentum began to shift Curtorcares way but the Malabar keeper made some good saves. Minguel of Curtorcares received a good cross from the wing and having beaten the last defender, shot wide of goal having only the keeper to beat. Towards the end of the first half, a long range effort from Binu of Malabar suprised the Curtorcares keeper and he had no chance of saving it.
Malabar went into the second half with a goal advantage. Sanal should have double the lead but he did not make his shot count having only the keeper to beat. Curtorcares began to take charge and started looking for the equalizer. They missed out on many chances but the defense and keeper of Malabar stood firm and made sure there would be no equalizer. Braz who has been the player standing out from Curtorcares all tournament was not allowed any room to make any plays. They defended well against corners and set-pieces and Curtorcares tried their level best giving it their all but they could not find the back of the net after 90 minutes.
The UGC tournament is being conducted under the auspices of KIFF and refereed by The KIFF referees Derrick, Victor, Edward and Arnold.

APPEAL FROM THE ELECTED REPRESENTATIVES.
Appeal From The Elected Representatives.
While going through today’s news paper an appeal caught my eye, a so called appeal from the elected representatives of the village panchayat of Navelim to the Chief Minister of Goa. I presume that this is the Bardez, Navelim and not the Salcette one. It’s an impressive appeal, five of them pleading with joined hands, while the hands of the other three are out of sight most probably holding on to the booty given by the mine owners for their treachery. They called themselves elected representatives of the Village Panchayat, in more ways than one similar to the elected representatives of the Goa Legislative Assembly and most probably backed by the higher ruling elite authority and in all matters no better than them. They both seem to suffer from amnesia of convenience, they both promise to be faithful to their voters but once elected they seem to conveniently forget their promises and become slaves of their masters for the colour of greenbacks.
Today most of our elected representatives are well and truly infected by an incurable syndrome, even worse than AIDS, once transmitted, so far there is no cure and the medium of transmission in this case is money. Once their money is passed from hand to hand, you have it and once you have it, you are stuck with it for life, in its wake no doubt you become rich but then, you slowly but surely strip yourself of all your self-respect, sense of decorum, ethics, conscience, integrity, dignity, uprightness and does not leave around even a modicum pity and sympathy for yourself.
In this appeal too, it is very evident that the so called elected representatives of the Village Panchayat have sold their souls to the devil and are trying to woo and influence the very residents who are bogged down and buried under the atrocities of mining and miners, they are selling the very people that elected them and it surely shows their apathy and their lack of responsibility towards their own. May I ask, why are they only interested in the welfare of all the mines employed people and least interested in the welfare of all the mines affected people ? Why are they only interested in the economic viability of mines and least interested in the devastation of our environment and our ecology caused by incessant mining ?
Why are they only aware that mining unemployment could cause starvation and least interested in the damage that mining has caused to our rich fertile fields and to the water bodies that could lead to even a worst situation than starvation ? Why do they want zero buffer zones around wild life sanctuaries when protecting these sanctuaries should have been the need of the hour ? I am sure that more than fifty percent, if not all of these elected members, have no idea or even a clue of what the order of 27th September by the Mines Department is all about and that says it all.
The answer is very clear, they are certainly not interested in either the socioeconomic viability or welfare of the mines employed people nor the safety of the mines affected people, but are only interested in the economic viability of their own pathetic selves. This is just a ploy to appease their mining and senior political masters at their behest. Nothing more, nothing less ! Goans please beware of such pawns that our miners and politicians use against their own and then go on to call themselves elected representatives. Shame on you elected representatives of the village panchayat of Navelim, Bardez.

ALEMAOS ARE LOOTING GOA.
By Nisser Dias. 10th Nov 2011
People living in glass houses should not throw stones at others.
As recently as last week newly appointed, inexperienced Congress party Goa unit spokesperson and a greenhorn in politics Valanka Alemao tried to make a show of grand standing by questioning BJP’s silence on alleged corruption by their former party president Bangaru Laxman and ended up exposing herself as an incompetent lawyer also.
Simply because one cannot comment when the case is sub-judice. If Valanka does not know this much of law, I doubt whether she will be an asset if at all elected to Goa Legislative Assembly. Without going into the merits of the case Congress wound up the Commission set-up by the NDA government to enquire into the allegation against Bangaru Laxman and handed the matter to the CBI in 2004 and the chargesheet came to be filed in 2006 during the regime of the Congress government. Could the spokeperson tell us why the Congress government is not pursuing the matter in earnest? It is simply because they want the law to take its own course and do not want to be seen as witch hunting or influencing the judiciary.
From the media conference held by the probable candidate for Benaulim constituency it seems that she is testing the waters to face the press. That the presspersons attending the briefing did a shabby job of it is a different aspect. However it seems that they too were under influence of her father. Otherwise why did they not question her about the tenets of law, ‘innocent until proven guilty’
That apart, I would like to remind the immature spokesperson that she should not throw stones at others while living in glass house. There have been so many allegations of corruption against Valanka, her father and uncle, both of who are ministers in the current government and her answer to that is produce the proof.
Before going into allegations, I will first place facts against Valanka Alemao, recently she was disqualified as a candidate for the post of Youth Congress president and the reason being she used the chief minister Digambar Kamat and her influential father Churchill Alemao to canvas for her. This is also corruption as she is trying to lure youth to vote for her either through inducement or intimidation. The Alemao family tried to move heaven and hell to turn it around but nothing changed, they even threatened to topple the government but failed. This stigma that Valanka was disqualified in her first intra party election will also stick to her like her shadow.
More recently PWD minister Churchill Alemao made a statement at a public meeting in Benaulim that he is going to set-up a sewerage plant in the constituency only if his daughter is elected. This is also inducement to voters amounting to corruption.
Further there have been lot of times that PWD has taken up roads in Benaulim constituency. Propaganda is made in the locality that Valanka Alemao is building a road. How can a lay person or even a minister say that they have constructed a road? Every house has a right for an access by law, no minister is doing a favour nor digging into his personal wealth to construct a road, it is the exchequer’s money that is spent to construct a public road. Unfortunately most of the roads that are said to be constructed by Valanka have been washed away in less than three months and the reason, be best left at Government Rest House at Monte Dongor. Now this is also corruption as Valanka was using government money to promote herself as a social worker and candidate thereby luring voters to vote for her.
There are many allegations against the daughter of Churchill Alemao by PWD contractors but I will restrain from going into the details. But sticking to facts PWD minister has been humbled several times in the assembly by the Opposition. Charges were traded against him for corruption in the distribution of water tanks without approval from the cabinet and finance department. Fatorda MLA brought it to the notice of the assembly that PWD department had purchased 200 litres water tanks at the cost of Rs. 7000 each, when a 1000 litres want tank cost Rs. 5000 in the open market. Where did the difference disappear. Recently Opposition Leader cornered him on the Rs. 100 crores Japanese funded sewerage project and water augmentation project, wherein the PWD kept on hiking the estimate of the project report and the Japanese agency kept on rejecting it because they felt that the estimates prepared by PWD department were not realistic. One can easily draw conclusion why the estimates were being hiked every time by 40 percent instead of usual 15 percent.
Coming to roads constructed by the PWD during the tenure of Churchill Alemao most of which have been washed away during rains, Infact Leader of Opposition Manohar Parrikar took the minister on a whirlwind tour of the capital city which is the former’s constituency to show the latter the state of the roads. The reason for newly hotmixed roads to wash away in one rain is because the cream (read 15 percent of the cost of road in cash) is diverted into some account. Is this not corruption?
Coming to Urban Development minister Joaquim Alemao, Comptroller and Auditor General of India has exposed his heist in their audit report. They have uncovered his lapses purportedly committed to suit his pockets rather than for public benefit. 5 Sweeping machines bought at the cost of crores of rupees have not even been used once and are dumped in the yards of different Municipalities. Wastage of public money. Is this not corruption?
Goa State Urban Development Agency under Joaquim Alemao, tailor-made a tender to suit the needs of Hyquip Company and awarded the contract of treating garbage at Sonsoddo to this unknown company. Whooping Rs. 7.84 crores were flushed down the drains for this experiment. Is criminal waste of exchequer’s money not corruption, then what is?
As a minister also holding Fisheries portfolio, Joaquim Alemao poured crores of rupees in the pilot prawn hatchery project at Benaulim to oversee its demise.
Even High Court has rapped ministries under Joaquim Alemao on the knukles for wasteful expenditure. Infact High Court ordered sunbays built by GSUDA to be demolished and cost recovered from officials of GSUDA. All these are facts, which are recorded in the High Court and in the audit report. The question is why did the minister take up such projects, if it was only because of the huge amount of money involved than the answer is obvious.
And we have here an immature spokesperson of the Congress party pointing fingers at others when her house itself has to be set straight. In conclusion this reminds me of an old saying, “Washing and washing a crow never becomes a crane.”
