BECAUSE OF ONE SINNER.

Everything was going on smoothly in the building where HE was staying along with HIS family and widow mother. Before Fr. Melwyn retires from Kuwait, Fr. Melwyn established Samudai system for all the Catholics staying in this building. HE was the strong member of Samudai where they used to have monthly prayer meetings including at his place, special Nun – Sister from Carmel School was supervising the prayer meetings. Though not holy person yet Capuchin introduced HIM to the Church services and appointed HIM in one of the ministries meant for laymen.

Suddenly Capuchin on the eve of last Easter like a ruffian, roughly and rudely confronted me in the Church Sacristy of course in an anti-Christian manner not befitting his priesthood and thus displayed what background he is inheriting. That particular moment for no fault of mine Capuchin was so rough that like a wild animal he forgot to realise that he was wearing the robe of Jesus Christ. He behaved with me like a Goonda. Good that I did not lose my temper, because he is a priest I remained silent at that particular moment; however, if it was somebody else in my place, Capuchin would get a blow on his face. If he is not disciplined by his superior, I am sure one day he will provoke somebody to raise his hand on him and thereby put the Church into shame. Because of his rough nature like Hitler or Saddam Hussein, he is giving distorted image of our Catholic Church.

Many of our faithfuls are leaving Catholicsm because of the rough and rude attitude of our priests. Many of them are acting like Dictators which goes against the teaching of Christ. The recent taxing of faithfuls for the Church services first time in our history in the name of his superior is one case. This should not have been done without the consent of all the faithfuls. After all, it is said “NO TAXATION – WITHOUT REPRESENTATION. Otherwise there may be a possibility of creating another Boston Tea Party.

Christianity in general and Catholicsm in particular is not the monopoly of priests, pastors, Bishops, Cardinals and Popes only. If we allow the Church affairs freely to handle by the rough priests, these rough priests will destroy our Church and run away from our midst like Rats from the sinking ship. They are not interested in the well being of our religion and faithfuls. Capuchin made a statement saying “if you do not come to the Church, it is not my lookout”. Such priests will never help develop our religion nor save Souls from going in wrong direction. They are existing as priests only for their own personal benefit and not to serve God or humanity.

Concerned Catholics should take note of this especially the rough and dictatorial attitude of the Capuchin who takes support in the statement saying “Whatever I do, I do it with the consent of the Bishop”. Did his Bishop give his consent to him to act with me like a wild Rhino? One Bishop in Goa after blindly following the decisions of his cunning priests finally got Nervous Breakdown and now taking treatment in Bangalore, as per the available information. Our Capuchin is so rough that he will damage the fair image of Catholicism. He is suffering from super superiority complex because of his interaction with people of intellectually low calibre only. Even though he is nothing yet he feels he is the great person with great wisdom and with great knowledge. My foot!! He is acting arrogant as if the Church is his “Xepaichem Bens”. He should know that he is the monarch only of what he surveys within the 4 walls of the Church where he is serving, not community and God but for himself. His blind supporters are from “hoi polloi” category for whom in the name of God he brainwashes nicely.

Recently. after, I wrote an article in this forum on ‘Satanisation of Priesthood’ for which innumerable priests from Goa and elsewhere sent their appreciation to me, I noticed how much our rough priest is disliked by his own colleagues leave aside the faithfuls, because of his roughness. But few Chamchas of this rough priest including some ‘Cheddio’ sent me fake emails threatening me. One person according to my information told the rough priest that HE will hit me. At an appropriate time and at an appropriate place I will give this “potto” an opportunity to execute HIS threat and if HE is the real son of HIS real father HE will execute HIS threat otherwise opposite may happen and at that time let me see if rough priest will come to HIS aid.

In HIS threat to me HE has already created a threat for HIM. HE is actively involved in the Church affairs distributing Holy Communion with HIS unholy hands with which HE wants to beat others; HE was involved in promoting Samudai in HIS building though HE is using threats against me in an anti-Christian manner. For such persons God’s punishes severely because such people in the name of their Christian activities are cheating their Christian principles. And because of God’s punishment for such cheats, innocent people around HIM also becomes victim of God wrath.

God wanted to punish HIM for giving wrong impression of HIS Christian doctrine by promoting Samudai in HIS building. How did God’s move worked? There is a saying in Konkani “Eka Patkeak Lagon Devan Tarum Buddoilem”. In order to punish one sinner, the Ship carrying all the passengers was sunk thru devine punishment. This was what has happened to the promoter of Samudai in HIS building. Suddenly and unexpectedly, this month legal notice was served on all the tenants staying in this building to vacate. No Samudai – No cheating on Christian doctrine – No fooling the people in the building in the name of Samudai projecting HIMself as holy man. God does not accept chicanery and treachery. Because of the sin of one Catholic Chicaner, God punished all the tenants. I hope Capuchin knows this and learns more lessons from this incident. Capuchin must stop encouraging his Church Chamchas from speaking threatening language not only against me but against anyone. Threatening language goes against Christianity and against priesthood. The Bishop must act stringently on this topic before it erupts into a volcano.

To handle me is not an easy task for these Church associated pimps, kids and ruffian Capuchin though I am an ordinary and simple man. I don’t think Capuchin encountered another me in Qatar. Kuwait is not Qatar. Kuwaitkars have faced the life as none in the whole of Gulf and I was one of the centre pieces in facing this life and facing strong confrontation and not those stupid Catholics involved in the Church affairs who are nothing in life. They are something only because they are in Kuwait otherwise they would not even get partners to get married. They must thank Kuwait for affording them opportunities to work.

These Church associated rascals had no marbles in their Pants and Balls in their Bras to associate with us in our movement in Goa during the invasion of Kuwait to oppose openly the invasion of Kuwait by Saddam Hussein. For such anti-Kuwait Catholics Church is a very cheap area to gain cheap limelight easily. In some places, priests like Ministers demand Sex for inducting faithfuls in the Church activities, like inducting in any Church Ministries. In Catholics run school priests are demanding Whiskey, money and even Sex to dole admissions and other privileges to the students and thereby these Catholic priests serve the interest of Devil. The very person who wants to hit me was hiding under the petticoat of HIS wife when we were organising our movement in Goa against the invasion of Kuwait by Saddam Hussein. In this way HE showed HIS anti-Kuwait attitude. This man wants Kuwait only to make money and not to support Kuwait openly during the critical time of Kuwait. If HE cannot show open gratitude to Kuwait from where HE is earning HIS livelihood then how HE will show HIS gratitude to God?

It is sad thing that our Church is infested with rowdies, goondas and ruffians. This has to be stopped with curative methods. Our Church is a very vibrant Church, our elders and seniors namely clergy and non-clergy members have worked hard and made lot of sacrifices for our Church. Their past efforts should not be discarded in an ungrateful manner. The new comers are ignorant of the efforts put in by our elders. The new comers with their rough attitude will undo what has already been done if there is no brake applied.

SAVE GOA'S CANSAULIM FROM MAUWIN GODINHO. JOIN IN MEETING TODAY.

To all concerned Goans,

As the Goa Government drags its feet and the Cansaulim-Arrosim-Cuelim Village Panchayat does not address the concerns of the villages who form their constituency, our villages are “developing” into a nightmare. This is the sad story and reality of each and every village in Goa today!

When the Gram Sabha of Cansaulim had resolved in 2009 that no multi-dwelling units would be approved by the Village Panchayat without the Gram Sabha approval, construction licenses for mega housing projects continue to be given even in 2010.

There are also constructions licensed in low-lying paddy fields. The villagers have opted to voluntarily restrict constructions in the village at VP3 level of 50 FAR, but the Village Panchayat continues to issue construction licences to buildings at 80 FAR of VP1, contrary to the demand and resolutions of the Gram Sabha available on its own records.
A major issue of the villagers is the change in the demography of the wards with the construction of multi-storeyed buildings amidst the ground level single-unit residences. Any “development” should improve the quality of life for the residents and not create a burden on the existing infrastructure [roads, electricity, water and sanitation being the critical components] and lead to avoidable social tension and strife.

The Goa Bachao Abhiyan and the Villagers of Cansaulim will hold a meeting of the villagers and other persons who are concerned about the type of “development” being carried out across the state.

The meeting will be held at 6.00 P.M. on Friday 30 July, 2010 at Village Panchayat hall, Cansaulim.

It will be addressed by the villagers of Cansaulim and also by representatives of the GBA including its Convener Dr. Sabina Martins, Mr. Aravind Bhatikar, Fr. Maverick Fernandes of CSJP and others.

The meeting will seek to find solutions and evolve a concept of development for the village. The villagers of Cansaulim are concerned over the fact that the elected Panch members of the Village Panchayat have passed a resolution declaring a perfectly legal resolution adopted by the Gram Sabha as “Null and void”, even though the resolution was passed by following the procedure laid down for Gram Sabha.

Be there to show that you care! Please let your voices, aspirations and hopes for Goa be heard loud and clear!

The GBA will also release for South Goa its booklet on “Village Development Plan 2010” prepared by the villagers through a workshop held last May at Nachinola VP, in association with the Village Level Committee, elected Village Panchayat body, the Zilla Panchayat member [Aldona-Nachinola-Moira] and facilitated by GBA in association with MAITHRI of Kottayam District-Kerala. The booklet contains the Village Development Plan proposed by the Directorate of Panchayats as per the Goa Panchayati Raj Act, 1994, to be completed by every village panchayat by 01 November each year.

The meeting will take note of the Opposition benches taking up in the Legislative Assembly the issue of the delay in the finalisation of Regional Plan 2021 during the monsoon session beginning on 19 July, 2010, to seek an explanation from the Government, specially the TCP Minister, about the inordinate delays that are fostering the destruction of Goa in the interim period. After the initial fervour, the operation of the “Flying Squads” seems to have slipped into a void. The on-the-spot “Stop Work” orders where tree-cutting, hill cutting or land filling has almost come to a standstill.

The GBA and the other groups have decided on re-start the protest to bring to the attention of the Goa Government and the Goa Adminsitration that patience has run out among the people of Goa and the delaying tactics will no longer work. The Government seems to have ceased being responsible to the people and there is no alternative but to take more affirmative action.

KIFF & IFF RECONCILIATION IN KUWAIT.

Formation of KIFF a quarter of a century back was the need of the hour. J.P. D’Mello the soccer law wizard and the soccer umpire of international repute who during that short period was working in Kuwait at Kremenco and guiding our soccer activities at Sour ground as a fatherly figure was the first to express this idea to me though it was running in my mind earlier. Then immediately I grabbed it and marketed it around for persons concerned to work on it and implement it. Besides me and JP, Lawrence Rato and Lawry Pinto worked very hard to form this association of course with the support of others too. I wanted it in order to bring all our soccer activities under one apex body and to bring some system in it and moreover I wanted to clip the wings of United Goans’ revengeful attitude of unnecessarily suspending participating teams. Being the initiator of our competitive soccer at Sour Ground, UG was then conducting major tournament on League Cum Knockout basis lasting for months and as such wielding lot of power and influence to suspend any team on any flimsy ground and thereby spoil the peace in the community. As an example, in 1982 without much substance UG as organisers suspended from the whole UG tournament the then topmost team GOA Maroons and thereby polluted the amicable atmosphere existing in the community. Some of those responsible for this foul play against GOA Maroons are either dead or disappeared like ether from this place but GOA Maroons is still existing and going strong while UG is tottering.

The politics of suspension of players and teams on unsound basis was the hallmark of KIFF working though it should not have been. Revenge was its ideal and people running the show of KIFF were not always of stable mind. Many times KIFF was run by people whose knowledge of soccer and its laws was abysmal. Sometimes KIFF was run by people of questionable character whose image in the community was bad. Most of the time KIFF gone into the hands of stupid people, at times they were so stupid that they even tried to reprimand me for my writings in the media on misdeeds of KIFF when I was not a member of KIFF or any KIFF affiliated club. KIFF failed to realise that it was as it is now a toothless cheap body in front of persons who are in no way officially associated with it. Secondly KIFF is not a recognised body anywhere under Kuwaiti authorities though it is registered with Indian Embassy just like many of the Indian Associations.

The football activities organised under KIFF is not to win the World Cup but only for pleasure and to pass our time. This being the case everyone involved in it like to play as much as possible though sometimes committing breach of discipline which no doubt require reprimanding but not imposing harsh punishment like harsh suspension which are not always necessary. Laws and rules are meant to apply for the smooth functioning of the system and not to harass and inconvenience individuals. Where leniency applicable KIFF sometimes applied Hitlerian rules as a personal revenge against certain teams and certain players. Because of such harsh application of rules, two persons were mercilessly assaulted in Goa some years back by the very persons who were rightly or wrongly punished by the KIFF.

The formation of Indian Football Federation (IFF) last year though not a good idea yet it was a good challenge to the brute might of the KIFF. The formation of IFF though a rebellion against KIFF was not necessary and it could have been avoided if little saner counsel was prevailed. The split in KIFF last year was very much avoidable but due to personal ego of some in KIFF, IFF initiators were pushed to the wall and finally failed, though one of the persons involved in the formation of IFF was very much instrumental in the promotion of KIFF earlier. KIFF is a strong body with a history of 25 years having strong base while IFF was a novice without any history and base. It was a pity that there was nobody in the community last year to pacify both the warring factions to come to the table and settle the matter amicably. But fortunately this year, according to my information, our Indian Ambassador has come forward to bring in the much needed reconciliation between both the warring factions and make the breakaway faction IFF return to KIFF. It is an excellent initiative of our Ambassador to see the prodigal sons back to its original place. Everyone who is interested in our unity and development of our soccer activities in the community must support the reconciliation efforts initiated by our Ambassador.

Earlier lot of disputes took place in the community when our soccer activities were organised at Sour Grounds, Colva incident was top on the list. It was so disgraceful that not only the Colva group spoiled the image of Goans but even they disgraced the image of Indians by bringing Nine Month Pregnant women on the ground to stop the soccer activities at Sour Ground under KIFF. In this connection I along with Fr. Gabriel Dias a Goan priest from Kuwait Catholic Church had a meeting in Indian Embassy with my friend and colleague at Writers Guild, Mr. Usmani who was one of the top Indian Diplomats. During our discussion on Colva episode Mr. Usmani showed his total displeasure over what was happening in the community in the name of soccer and confessed to me that he tried his level best to reconcile but Colva Goans are hard nuts to crack. In Goa I met local parish priest of Colva Church who with deep grief in his Sunday homily spoke against Colva people in Kuwait for creating foul atmosphere in Kuwait among Indians.

Now, since our Ambassador has taken a lead to patch up the differences between KIFF and IFF, I hope His Excellency will succeed where Diplomat Usmani failed earlier in another episode. Your Excellency the Ambassador of India in Kuwait, we all the like minded people support your initiative in bringing unity between the KIFF and IFF. I am sure knowing them well, both President and Vice President of KIFF along with their colleagues will work for the reconciliation which is very imperative now. This is not the time to punish the wrong doers but to offer the warm hand shake of reconciliation. This is not the time to apply the Law of Hamurabi. Eye for an eye and Tooth for tooth was the Law of Hamurabi the ancient king of ancient Mesopotamia. This is the time to welcome back the earlier deserters just like Biblical Prodigal Son. This is the time to follow the Christian principle of reconciliation and since overwhelming majority involved in this tug of war are Christians and regular Church goers, they all must now show that they are one though the rebellion brought in by some and formed IFF was not correct. This should be the good lesson for all to be alert in future before embarking upon hasty decision.

After all what is IFF? It collapsed within a year like a pack of cards. It is not easy to run an organisation.

And what is KIFF? It is not FIFA. It lost much of its shine though some in KIFF think that they are omnipotent when they are nothing. For me it means nothing much beyond certain area. For this reason I refused their request to honour me during the recently concluded KIFF League final, for my enermous contribution for the establishment of KIFF and in the promotion of Indian Soccer in Kuwait.

Collector, Bardez (Mapusa) being threatened with dire consequences if he did not sign the conversion file of Ms. Ticlo & Co to set up the Petrol Pump at Guirim in the agricultural field when he was the Revenue Minister not too long ago is not the only case of our politicans iintimidating, threatening and harassing Goans in order to promote their nefarious schemings and wheelings and dealings – today no one in Goa is safe.

You are invited to be present for the Meeting at the Cansaulim Panchayat this Friday July 30th at 6:00pm where our Goan villagers will yet again expose the strong Politician-builder-Government Machinery nexus that is working to destroy Goa and Goans. The Cansaulim Panchayat is located in the Khazan fields bang opposite the scum-bag/scam-bag’s maternal grandfather’s house in Cansaulim.

This scam-bag/scum-bag openly has the guts to demand for one lakh square meters of scarce and precious Goan land to treat garbage from 6 villages in his Coralim Constituency!

This scam-bag/scum-bag promotes the interest of his crook cousin - builder Aggie Alcacoas ex- Sarpanch of Velcao of Queeny Realty Estates who pulled a many a wicked trick while he was part of the GFA and also stand accused of by a sleight of hand causing 40 lakhs to disappear that was donated by the Kuwaitkars to help the families of those that were killed during the Konkani struggle.

This scam-bag/scum-bag openly lays threats to our Goan villagers in Cansaulim and other villages of his Constituency not to stand in the way of his development that his dog Aboobakr Shaikh have planned via the Gonsalves-Dias Gates Project in Cottar Vaddo Cansaulim. This Aboobakr Shaikh threatens to finish off the sons of the village on the strength of the scam bag/scum bag including Fr. Randall Barretto who hails from the village when he questioned him as to how he was cutting the coconut trees in Fr. Barretto’s family property soon after the scam bag/scum bag declared at a public meeting that he would not tolerate anyone standing against

the “development” that his friend Aboobakr Shaikh has planned for the village. This scam bag-scum bag continues to threaten to finish of the villagers of Cansaulim who are standing up to his bullying tactics and money power, including elderly men and women like InacXavier whose traditional access to his home had been blocked and are fighting to protect their heritage and villages.

This scam-bag/scum-bag openly promotes Queeny Nagars, Shanti Nagars, Fukott Nagars and slums that you see while driving to the Airport on the hill slopes and Communidade lands his constituency with a view to then legalise this for more kick-backs and vote banks.

Scam-bags/scum-bags like him and the rest of the 40 thieves in our Goa Government are working together with the TCP, Directorate of Panchayats, Forestry Department and their stooges in the Panchayats to destroy our Goa and our Khazan lands, hill slopes, coastal areas, hinterlands, forests, and more than anything else our very Goan identity, way of life and communities.

It’s time to expose this evil Politicians-builders-Government Machinery nexus that is working to destroy Goa and Goans!

Kuwait: A new Konkani feature film produced and directed by famous Goan singer Sharon Mazarello is set for release.

The film entitled 'Tum Kitem Kortolo Aslo?' (What would you do?) has subtitles in English and is passed by the Indian censor board. It will be released in Goa soon.

The cast of the movie includes Sharon Mazarello, Pradip Naik, Franky Gonsalves, Wilmix, Comedy Supremo Humbert, Effie Fernandes, Roseferns, Menino de Bandar, Comedian Edisson, Fermeeno, etc.

Co-producer Wilmix stated that the movie is made for the big screen and international audiences and will not be available on DVDs.
 
 
The renowned Goan entertainers - Wilmix and Sharon were finally granted the censor certificate for film but not without amendments.  Having completed the shooting at the beginning of this year, this much awaited film apparently ran into some minor trouble for referring to T.V screen stars from the Ekta Kapoor's popular Saas-Bahu serial, in a particular scene, by their names "Parvati" and "Tulsi". Although no such exclusion happened in these soap operas inspite of some extremists protesting the use of these names as they are names of Goddesses within Hindu mythology, our Goan film had to replace these specifications.

"We were shocked to find out that our film, that has absolutely nothing obscene or anything like that, was stalled by the censor board for such a reason," commented screen play writer-director and lead artiste in the film, Sharon Mazarello.

"We do not want to hurt anybody's sentiments; it was never our intention anyways," quoted Wilmix who just arrived back in Goa after doing the changes in the film as prescribed by the censor board.

Apparently, in this scene, the salesman played by Fermeeno Goes mentions  'Parvati' and 'Tulsi' denoting popular stars from Ekta Kapoor's soap operas, in his attempt to convince the customers saying that these silver screen celebrities too, use  the products he sells.  As per Fermeeno's character on the script, he is a salesman who sells almost anything and everything to anyone and everyone. 

Insistently disagreeing with the stance of the censor board, assistant director Claron Mazarello felt that while the movie is 'thought provoking' and meant to open people's minds towards things they are otherwise very conservative about, this move by the censors was uncalled for as there was absolutely nothing derogatory with the mentioned salesman's scene.

The audio release of this movie is slated for August 15, while the premiere date is yet to be decided. "It is due, somewhere around the first week of November and the film is also offered for screening at IFFI this year, besides the Konkani convention in Mangalore organized by the Mandd Shobann starting November 25," revealed Sharon.

Finally, however, it's an "all clear" signal for "TUM KITEM KORTOLO ASLO?".

Music for the film is credited to Balthazar Fernandes (ex-assistant to Kalyanji-Anandji) while Wilmix has penned the lyrics and set it to tunes.

The cinematography is attributed to Domnic Dias.

The feature film is the first Konkani film to be directed by a woman and first Konkani film that is 100% Goan (i.e. Producer, Director, Screenplay-Writer, Cinematographer, Music Director, Editor, Choreographer, Musicians , Singers , Actors and entirely shot in Goa. It's the first Konkani film to use professional choreography, also involving Goan Fire-Dancers. It's the first Konkani Film to use an Orchestra of 35 Goan Musicians and the first Goan film with a Dolby-Sound.

The husband and wife team of Wilmix-Sharon does not need much introduction to Konkani drama / tiatro goers, as both over the years with their talents have made their presence felt among the Konkani speaking audiences.

Wilmix Wilson Mazarello traced his roots to acting in Village concerts and then acting in professional tiatros around 1970. He has written and directed tiatros, one act plays for Radio & TV and also composed and sung numerous songs.

Wilmix has published Konkani tiatros namely "Sukti-Bhorti", "Durig", etc and also published a book in English entitled '100 Years of Konkani Tiatro', illustrating the history of Konkani tiatros.

Sharon Melancia Mazarello has been singing professionally for the last 25 years and has earned international fame for her melodious voice. She is a household name in the music world of Goa, having performed and sung on Radio, Television, Tiatro Stage, Musical shows, audio cassettes, CD's and Video films including playback singing for Konkani feature films.

Earlier in her career, Sharon has sung for leading bands in Mumbai, singing pop, rock, blues, and folk music in English, Hindi, Konkani and Portuguese.

CRIMINALISATION OF POLITICS IN GOA. By Roger D'Souza.

This needs to be condemned by all in unequivocal terms. When even the Congress Government's membership is not safe for speaking out against the corruption, criminalisation and unchecked anti-people stand then how would the common man in Goa be safe for speaking out on the shocking state of affairs in Goa? It's time we had President's Rule in Goa as the Goa Government clearly has lost the ability to heed the voice of the people and no one is safe in Goa!

We strongly urge the Governor of the State as well as the Prime Minister and the President of India to intervene in the sorry state of affairs in Goa. No one is safe in Goa anymore as the Government of Goa along with the Government machinery is only about protecting its nefarious scheming and dealing with drug dealers, criminal elements, mining lobbies, real estate, casino and Hotel lobbies. We have the most disgraceful bunch of politicians in Goa today that are all working to destroy Goa and Goans! Our politicans, police force and Government machinery in Goa are stongly in the grip of criminal and anti-Goan elements and they are all out to protect these vested interests to the detriment of Goa and Goans!

Panaji, July 24 (IANS) Politicians across party lines Saturday reacted with shock and disgust over the brutal assault on a National Students Union of India (NSUI) leader who has been lobbying for a central probe into the police-politician-drug mafia nexus in Goa.

Sunil Kauthankar, the young Congress leader, lost his teeth and received several facial lacerations after unidentified people assaulted him with a huge stone Friday night.

This was less than a week after he complained to Congress general secretary Rahul Gandhi about senior policemen and ruling politicians sabotaging the drug nexus probe.
“We hope Rahul Gandhi realises that one of his young leaders has been attacked for supporting a public good,” Bharatiya Janata Party (BJP) general secretary Govind Parvatkar told IANS.

“The BJP had endorsed the campaign started by Kauthankar for a federal probe in Goa’s drug nexus,” he said.

“We are seeing a lawlessness, experienced never before, in this Congress regime. Young Congress leaders are being attacked for raising their voice against an evil like drugs, when their own government is in power,” Parvatkar said.
State youth Congress president Sankalp Amonkar said the police should arrest Kauthankar’s assailants or face a state-wide agitation.

“The police should do a thorough job. This is not something we will sit quiet about. We will not tolerate such attacks on our people,” Amonkar said.

Congress president Subhash Shirodkar also condemned the attack, saying he would personally take up the matter with Chief Minister Digambar Kamat.

“What has happened is sad and unfortunate. I will speak to the chief minister on the issue, as the home minister (Ravi Naik) is ill,” Shirodkar said.

Kauthankar was lobbying for a Central Bureau of Investigation (CBI) probe into the police-politician-drug mafia nexus in the state.

The opposition has already demanded a CBI probe into the matter, in which Naik’s son Roy has been linked by the Israeli media.

Kauthankar, who had started a signature campaign demanding a central probe in the drug scandal, had also sought the arrest of a key Crime Branch official, who he said was linked to the drugs mafia.

ALEX WILSON COELHO & GROUP CANNOT SUSPEND GWS MEMBERS.

Alex Wilson Coelho and group cannot suspend GWS members and they are not elected
according to GWs constitution and guidelines but wilson rules and positions are
given not by the general assembly. So many years in the past, wilson has violated the constitution and himself created a post of PRO.

In 2007 he took again as a president and abolished the PRO post.
Mr. Tome Gracias ex-committee member at the AGM who will chair the meeting and
he said I will. When questioned that this is not according to the GWs
constitution he refused to follow it and Tome Gracias walked out of the
meeting. Many of the members says that this is not GWs meeting and it is a
meeting of Wilson group and hence they do not attend AGM.

Secondly I have given a letter to the committee on 5th December 2007 and
personally handed over to Mr. Mario Rebello's residence and who acknowledged it,
and the committee never replied. The copy of the first page is attached. The
question is for all the members who are holding the posts, Mr. Sydney Furtado
who gave you the vice president post, Mrs. Sharon de Sousa, Mr. Mario Rebello
who gave you the assistant general secretary post;


Joe FX D'Souza who provided me the constitution copy, please reply to me that
are you following this constitution? and the rest of the posts are they given
by the general assembly, please reply.


When I was in the committee every time Wilson Coelho and Rabindra Pimenta said
'amendment' and I told them that there was no amendment of any consitution in
the general assembly.

OPEN LETTER TO GOA'S CM & OPP. LEADER. By Roger D'Souza.

I’m taking the liberty to send this open letter along with the article in today’s Herald and some very interesting comments, which I hope that you would be able to access inspite of a very busy Assembly Session that all Goans are watching with abated breath, as there is much at stake that needs to be addressed and answered. Clearly never in Goa’s history has there been so much at stake and while the Assembly is dealing with so many contentious issues, the very identity of Goa and Goans is being put to the test. There is an urgent need that the elected representatives heed the wishes of the Goan people before it’s too late. Likewise as the leaders of the Goa Government as well as the Opposition it becomes incumbent on you and the rest of the MLAs to listen to the voices of the Goan people as Goa stands at the thresholds of destruction and annhilation.

To that effect you and the MLAs would have received the letter from the Goa Bachao Abhiyan requesting a follow-up on the assurance given by the chief minister on the floor of the House in the last Assembly Session on the Regional Plan 2021 that the same would be ready in the next six months (i.e. by Sept 2010).

The people now demand that the given the consistent lack of will and resolve on the part of the Government to finalise the Regional Plan, the MLAs should press for a freeze on construction as per VP3 status or 50 FAR (floor area ratio) to stop irreparable damage to the State, with immediate effect.

Strict checks and balances should be set in place to stop the rot and the people of Goa have a right to have their voices heard in this regard. Pandering to the real-estate lobbies, Mining Industry, SEZs, Casinos and Hotel Lobbies while giving the Goan people the run-around is something that will not be tolerated by Goans anymore. It’s high time that the Goa Government, MLAs, Directorate of Panchayats, Town and Country Planning Department, Forest Department all be held accountable for their actions and inactions.

You need to read the writing on the wall and fulfil the mandate of the Goan people. There is only so much to a people's patience and we are not fools.

Remind CM about RP promise, GBA to MLAs

Goa Bachao Abhiyan in a letter to all MLAs has requested for a follow-up on the assurance given by the chief minister on the floor of the House in the last Assembly Session on the Regional Plan 2021 that the same would be ready in the next six months (i.e. by Sept 2010).

GBA has now demanded in case the Government fails in finalising the RP by the said month, the MLAs should press for a freeze on construction as per VP3 status or 50 FAR (floor area ratio) to stop irreparable damage to the State.

In the letter, the GBA maintained it has been monitoring the progress of the RP 2021 very closely. More than four months have passed, without even a single taluka plan being approved by the State Level Committee, it mentioned.

It reminded that the CM had on March 4, 2010, promised representatives of GBA and village groups village plans would be incorporated into final taluka plans for Pernem and Canacona talukas and the same would be made available for public scrutiny as test cases.
The letter stated further, “It is also a fact that illegal constructions and mining are taking place at a rapid pace, especially in eco-sensitive areas taking advantage of the delay of the RP.”

The letter has requested the MLAs to raise the issue on the floor of the House and call for status report on the assurance given by the CM.

In light of what's happening in Goa today with the mega-housing
projects, Nitin Kamat's article clearly brings out the anguish, pains,
hopes and wishes of the Goan people. Our politicians unfortunately are
the ones hell bent on destroying Goa through because of their immense
greed and through their devious schemings.

The struggle against the Gonsalves-Gates Project in Cansaulim that has
created a furore all over Goa and among even the NRI Goans stands out
as a glaring example where the unscruplous, corrupt and devious
Cortalim MLA Mauvin Godinho has gone about openly supporting Aboobakr
Shaikh a lackey of his dear cousin ex-Velsao Sarpanch and builder
Aggie Alcacoas (Queeny Realty) on behalf of the land-lords to
fraudulently hoist this mega-project and destroy yet another Goan
village. This is a classic case-study of all that's wrong in Goa
today and working in tandem with corrupt Government Bodies within the
Directorate of Panchayats, Town and Country Planning and Panchayats
who are hand in glove to destroy our beautiful Goa forever.

Please do voice your opinion against the mega-housing projects in Goa.
A thorough investigation by the Bombay High Court of Bombay into the
Gonsalves-Dias Gates Project in Cottar Vaddo Cansaulim bearing Survery
17/3 will expose this nexus, as clearly this stands out as a glaring
example of all what's wrong with our mega-housing projects in Goa
today and the evil that has deeply rooted itself in thanks to the
patronage of our our Goa Government and corrupt politicians.

Hopefully the current Assembly asks the Goa Government for some
explanations and stops them from taking Goa down the tracks to ruin
and destruction. It doesn't matter if you are from the North or the
South of Goa, Hindu or Christian please voice your opinions loud and
clear and put an end to the destruction of Goa through these
mega-housing projects that our wicked politicians want to hoist on Goa

All housing projects including the one in Cansaulim-Arossim village need to
be stopped and construction licences immediately revoked. These projects are
against Goan interests and do not benefit Goenkars in any way. Wherever
construction licences are obtained by deceit or illegally means by
circumventing legal processes or by producing false master plans, these need
to be investigated and the credentials of such people involved needs to be
scrutinised strictly by the law enforcing agencies and courts via suo moto
hearings and fast track courts to ensure that not only the common man avoids
unnecessary hardships but also to allow the justice system to prevail and
inspire. This will restore the confidence of people in the power of courts
in these difficult times which are ruled and manipulated by corrupt and
tainted representatives and bureaucracy. The fact that there are
manipulations and widespread intimidation to people fighting for justice
demonstrates their hidden agenda behind these mega housing projects and
hence it is left to us – “We” the people to scrap such projects permanently
which are nothing but detrimental the peace and prosperity of Goans. Now a
days a lot of such infamous projects have come to light which have been
approved by gross violations and illegal plans in collusion of our elected
representatives. Their determination to go against the wishes of the people
implicates them of widespread corruption and wrong doing.



Today a great tragedy has come to us in the form of these projects which are
raising their ugly heads, and we need to meet them with the best that is in
our state, with courage and concern for others because this is Goa . This is
who we are – true Goenkars.



Goans must not ignore the threat gathering against us namely the grabbing of
our ancestral land by the outsiders and imminent danger of leaving us
without an identity in our own land. Facing clear evidence of peril, we
cannot wait for the final proof, of being left out on the streets and
outsiders occupying our homes and villages. The mega housing projects will
house mostly non-Goans of the rich and famous from their vast accumulated
and unaccounted wealth thereby changing the demography of the state whereas
such housing cannot be afforded by most Goans, thanks to the bad governance
and lack of vision of elected representatives to tackle problems of
unemployment, poverty and education which has resulted in poor people
getting more poorer and the rich getting more richer. This has also
compounded their divide and rule policies and won them the loyalities of
many Goans who are helpless due to poverty and lack of employment avenues.



Goans also need to be careful of the type of people coming and settling in
our neighbourhoods especially when hard core terrorists like Headley and
Rana have hoodwinked our intelligence agencies and sneaked in our country
for organising terrorist missions. They have been successful in masquerading
and changing names and passports which caught the attention of the sleeping
agencies too late after so many tragic incidents. Since most Goans will not
be able to afford to stay in these housings it will be difficult to keep an
eye on such anti social elements and with the instances of builders like
Abobakr Sheik, the one constructing the housing project in Cansaulim, being
hell bent on driving the Goans out of their land, the consequences of
ignoring antisocial elements in our vicinity will be catastrophic. Goa will
not be able to bear another form of 26/11 claiming innocent lives.



We are accountable to our children and our grandchildren. We should not be
like our elected MLAs and bureaucrats without any accountability. We have a
duty, a duty to protect our identity, our land and hand it over to our
future generations. Today even the most advanced countries are reinventing
their immigration laws worldwide to safeguard the interest of their land.



There is a lot of slander being propagated that only Catholics are making a
noise and are against these developments. Being a non-Catholic, I am also
opposing the unfavourable housing mega developments along with other
affected people who also belong to my religion of Hinduism. Therefore can
anyone say that I'm a Catholic just because majority of the people in my
group fighting this injustice have their roots linked to Christianity? Not
at all. However everyone will do agree that we are ethnic Goans opposing the
wrong actions and demonstrating with democratic and peaceful means. And when
we say Goans we remain as true Goans fighting the divisive and corrupt
regimes irrespective of our religion or status in society. And so
politicians indulge in slander and malicious campaigns to divide and rule
Goans. They use such tools for their survival and to accumulate vast wealth
in seeking commissions from controversial projects. Can each of the elected
MLAs and panchayat members make their stand clear in public about their
support for the various housing projects? Can they prove their clean image
and do they have the integrity and values to distinguish themselves publicly
whether they are with the Goan people or are against them? Now that I am
also opposing the unfavourable housing mega developments, I am not counting
myself as a Hindu but as a patriotic Goan seeking a better future for Goa
and its ethnic Goans. And when we say Goans we remain as true Goans fighting
the divisive and corrupt regimes irrespective of our religion or status in
society.



Any government that supports, protects or harbours these monsorities is
complicit in the destruction of Goans and their identity. We need to send a
clear signal this time to the 40 cheats and thieves that we will not blink
in the face of danger, and will not tire when it comes to upholding the
interests of Goans. They ought to be shown the door in the coming elections
and new faces with integrity, professionalism and accountability should need
to be given a chance to Save Goa. We cannot accept ourselves being stooges
for the rest of our life nor should we remain second class citizens since we
are educated and know what is in best interest of us and Goa. We need to
choose our destiny and it is our choice to choose a better welfare and a
better future than allowing corrupt elected representatives to dictate our
destiny and jeopardise our well being by enforcing unfavourable mega housing
projects.



And in these trying times, the most solemn duty of any true Goan is to
protect Goa and its identity. The action we take and the decisions we make
in this decade will have consequences far into this century. If Goans shows
weakness and uncertainty or division now, Goa will drift toward tragedy.



The fight has started and hence we Goans need to move forward. Just as a
army of soldiers marches in the forward direction for a victory never to
turn back and we having taken the first initial steps to weed out high level
corruption, our fight also should be in the forward direction without being
demoralised at any point of time. No one goes to a battle field if victory
is not certain and no one will come forward to fight where they cannot win.
The fact that we see so many people coming forward from different parts of
Goa and united in fighting the unfavorable housing projects shows that
victory is certain against the corrupt and tainted and as usual in the end
truth will always prevail. All that is needed unity and our true leadership
lies in bringing people together and using all the democratic means to see
justice triumph. Our motivation and inspiration should be our legal justice
system and just to name a few are the best examples of bail being denied to
high profile mice who were evading the law enforcing agencies and that some
determined activists have got some victory in the courts, in their fight
against the destructive Monstrocities and high court directions to stop
issuing construction licenses to multi-dwelling units in the beautiful Colva
Village. The time has come to put an end to all wrong doings and say to our
selves “Enough is Enough”.

Thank you for your email and it is nice to hear from you on a matter appearing on kranti blog. I am not suprised that you read it there. Or did Wilson forward it to you? Thanks for waking up after months of abuse on the Net by your friend(?) Wilson Coelho who is tarnishing my image without rymhe or reason for some time now so also other GWS ex-committee members and members. And specialy this has been noticed happening in the spirit of the weekend holidays!

Could you kindly introduce yourself, Oscar? In what way are you related to Wilson? Were do you hail from? Do you intend to be the intermediary as you suggest in your email? If so, in what capacity and what's your background on the subject?

And what's your remark - if you are a Goan? Mind your language, Oscar!
Can you put this same question to Wilson Coelho and give me your feedback? Is he a Goan according to you? Did you not read the kranti blog properly? Do you think GWS have non-Goans as members or in the present committee? Did you read the post circulated by Wilson Coelho? Can he be called a Goan?

And what are the challenges you are talking about in Goa? I would surely like to hear from you all about it.

CHURCH IS DISGRACED BY BISHOP & PRIESTS.

After all my recent correspondence with the Archbishop he refused to meet me. How can the man face me when he knows that I have proof? Its said that truth is bitter and that’s the case with the Archbishop of Goa and Daman. I am proud to say that we are moving in the right direction at the moment. The ancient false belief of “you can’t oppose a Priest” is slowly dying out. The caste system issue highlighted in my CD Dogui Bodmas has taken centre stage. As was the normal practice, Brahmins took the centre stage in spite of being in the minority and inefficient. The ancient trend of caste discrimination had continued until now. Thanks to our efforts, it is going to end soon. Capable Priests will soon be occupying positions where difference can be made for the better.

Good Priests keep visiting me. When I question them as to whether Priests should be allowed to marry, they reply – “we are having enough problems with the present set up of rogue priests. Just imagine, if priests are allowed to marry, offspring’ of priests like Fr Diogo will stake claim to Church properties as heirs of the Church. This will create a bigger chaos”. Obviously genes of the rogue Priests are bound to be passed on to their children.

Post 28th December 2009 (the day my house was stoned), there have been several other revelations where other rogue priests have been exposed. That means people have mustered courage to oppose the wrong. Now our Archbishop is sick and out of action and has supposedly got a nervous break down. Its very doubtful that he will return to his chair as Archbishop. There is most certainly going to be a replacement & the present Archbishop will be elevated to a different position where he will not have to handle tension. Let’s hope that an able priest takes over as Archbishop.

Fr Jose Remedious who is in charge as Archbishop is also eying the chair. He is said to have created a lobby wherein he has inserted his favourite priests from his native village Cansaulim and the neighbouring villages to make his case strong. How long will even God tolerate such nonsense? The day is not far where able priests will rise and shameless priests will be trampled over. I feel disgusted that the persons holding charge today are even urinating in their trousers upon consuming excess of Jonny Walker black label whiskey.

Good priests and able priests who don’t belong to the Brahmin caste are frustrated in the manner in which the affairs of the Archdiocese of Goa and Daman are being run. Until yesterday they had no voice but now they will be able to speak and function freely. Make no mistake – We are not short of young men wanting to be Priests…. Its just that these youngsters are shying away because of these monsters who are running the affairs of our Church.

FOOTBALL WORLD CUP 2010.

WORLD CUP 2010.

Thank God, at last World Cup Soccer Tournament 2010 was concluded successfully on 11th of this month. All credit goes to the host country South Africa which took rebirth just 20 years back under Nelson Mandela whose relentless efforts convinced FIFA to give the host country a chance to organize this edition. South Africa thus gained the unique distinction of being the first country in African continent to host the World Cup Soccer Tournament and that too very successfully. Though quality wise this edition of World Cup was poor but organising wise it was excellent of course unexpectedly contrary to the different opinions people had of South Africa’s weaknesses.

All credit to the Champions Spain for winning this edition gracefully and rightly too though inspite of coming to South Africa as European Champions, initially they goofed a lot. Their first round defeat in their first game against Switzerland made many in the World to think that Spain would evaporate from South Africa like ether. Earlier in 1974 in West Germany, the ultimate winners the host W. Germany in the first round itself lost to their communist brothers East Germany by 1-0 goal. Such upsets are common for the ultimate winners. Spain in the beginning inspite of having mighty players in its squad showed that they are come not to win the championship but just to play their part and depart. But gradually from knock-out stage they proved otherwise by displaying attractive and aggressive soccer and this attractive soccer reached to its crescendo during their semifinal encounter with the mighty Germans whom Spain defeated in a classic display of top geometrical soccer of which type earlier we saw only with Brazilians.

The soccer Spain displayed during the semifinal was totally unexpected, it looked that they have kept it hidden under their socks and with the instruction of their Coach removed it and implemented of course to the surprise of the losers and to the entire world as well. This was the Match of the whole Tournament, even much – much better than the final. Germans in this game were totally lost their control and balance to check the moves of their opponents. The short passes of slotting the ball in every available gap was the brilliance of Spanish players. In this regard I admire their accuracy, stamina and speed which come to the fore after long hours of daily practices.

Spain won the championship not on the strength of the individual stars but on the strength of their cohesive team work. All the known stars of this tournament collapsed like a pack of cards with the exception of few glimpses of their stardom. For example one star player Drogba of Ivory Coast showed only one stance of his world class when he beautifully headed in his country’s goal against Brazil while highest paid star Portugal’s Ronaldo only once showed his brilliance when his powerful right footer hit the bar above the keeper of Ivory Coast. Lionel Messi of Argentina officially the best player of the world did not live up to his billing and he too failed to show his genius with the exception of some solo efforts of dribbling past his opponents and missing a few tries. England’s danger man Rooney was a great failure. He and other known stars failed in this tournament because they did not get much opportunities and many games to display their skills while for their Clubs to display their genius they get lot of opportunities because they are engaged with their clubs for longer periods but for World Cup they are engaged only for few matches.

As a whole the whole tournament was below normal standard as far as the quality of soccer is concerned. The failure of giants like France, Argentina, Italy and England to reach into the last eight bracket was a disaster for the tournament. The failure of Brazil to enter into the last four was a tremendous blow to the dignity of this tournament. Brazil failed because of the arrogance of their Manager Dunga who earlier as the captain of Brazil winning team also showed his arrogance. His selection of the team was faulty, relying too much on new comers was the result of Brazil’s failure. This time Brazil lacked cohesiveness, team work, finishing from long distance. Too much short passing even near the goalmouth of their opponents was a great mistake. This time there was no Geometry in their system and game. They bored the spectators and viewers. The absence of Ronaldinho was felt very badly. Even ageing Ronaldo's inclusion would create a desired effect on the team.

The denial of a goal to England against Germany scored by Frank Lampard was the greatest injustice ever done to any team anytime in the history of World Cup. Supervising Referee and Linesman should be held totally responsible for this injustice against England whose players in a true British diplomatic tradition and decency remained silent without creating a furore or uproar. If it was any other team, it would even stop playing till referee’s decision is reversed as Kuwait did in 1982 World Cup in Spain. The German goalkeeper who brought the ball from inside his goal should be treated as a cheat. He knew it was a goal and yet he pretended otherwise. If this goal was allowed as rightly, the results of the match would be totally different.

The presence of Nelson Mandela in the Stadium was a source of pleasure for everyone and it gave lot of sympathy for the host country. Because of this sympathy people from all around the globe were praying for the total success of this World Cup. Two non-playing iconic figures that captured the attention of the spectators and viewers more were Diogo Maradona and Nelson Mandela. They were just adored by the people for their respective contributions in their respective fields. Argentina became darling of the people because of their darling ex super star Maradona who captured more attention than all the eleven Argentinean players.

The referring part of this tournament was faulty; in many cases referees committed many mistakes though display of Cards was much higher than in the previous editions. Kaka’s Red Card was unnecessary though he ungrudgingly accepted it. English Referee Howard Webb by not displaying Red Card in the final against Holland’s Nigel for his Karate Kick on the chest of Spanish Xabi Alonso maintained the beauty of the final though Red Card was deserving. However, sometimes, to maintain the smooth functioning of the play, referees had to close their eyes for certain ignorable faults and this was exactly British Referee Howard Webb did to keep the game going smoothly.

Among the South Americans, Uruguayans carried the flag of their continent far just as they did last time in 1970 when they also qualified for the semifinal. Inspite of using even their hands, they failed to qualify for the final and came to the 4th spot behind Germany. Their star player Diogo Folan was the greatest find of this tournament. The handling of the ball on their goal line from going inside their goal by their defender Suarez was not a crime but it happened instinctively or absent mindedly as it happened many times to many players, in fact it happened to me not once but twice at Campal Ground, during the Inter-Collegiate Soccer Finals between Dempes and Xaviers. For such faults there is punishment which was already awarded to them by giving Penalty but that Ghana failed to capitalize on it was Ghana’s fault. Suarez though wrong yet he was right in using his prerogative to stop the ball with his hand and thereby accept the Penalty and Red Card for him. He was the Hero of his country as per his countrymen.

This is the second time in the history of World Cup where two branches of the same country participated as North and South Koreas. Earlier in 1974 World Cup, devided Germany participated as East and West Germany. Twenty years back both the independent Germanys joined together after the fall of Berlin Wall and once again became one playing since then in the World Cup as One Germany. When both the Koreas will join together and play as one Korea? Is this time very far?? If they join together, then the power of single Korea will be very strong not only in the field of Soccer and other sports but also at world political level.

World Cup Soccer is the only single sport that captures the hearts and minds of the entire world because it is played all over the world and hence it has following all around the globe. Its popularity is such that it is known to every place in the world. It is like a universal language known to every human being. Where Esperanto failed, the language of soccer succeeded and when teams like Brazil and Argentina play the world comes to a standstill. Even the world leaders attending their world conferences stop doing their official work and instead go to watch the soccer matches of their favourite teams. In order to watch World Cup matches, World Conferences are even delayed or postponed. World Cup tournament brings the world closer to one another, it brings the people all around the world closer to one another, it makes the world a small place, it creates love and affection for the teams and players participating in this tournament. It creates positive energy with the exception of suicides committed by the weak hearted when their team loses the match. World Cup tournament shows us to accept the victory gracefully and defeat sportingly. Let us apply these two principles in our life – To Be Graceful in Victory and To Accept The Defeat Sportingly.

DISCONTENT OVER PANEL CHOSEN TO REVIEW GOA'S DEFICIT AND DISINGENOUS TCP ACT.

Discontent over panel chosen to review Goa's deficit and disingenuous TCP Act

Clearly after consistently disregarding the wishes of the Goan People,
Digu-Kaka and our corrupt Goa Government now finally have constituted
the Committee to “review” the anachronistic and obsolete Goa TCP Act,
1974 which is 34 years old and a bane for all the rot that it permits
to the detriment of Goa. However this seems to be mere hogwash! In the
first place this Act allows our corrupt Goa Government and their
various Government Departments and Officials to get away with mayhem,
massacre and literally the murder and destruction of Goa.

The membership of this Committee itself is flawed and justifying their
role is none other than that boor Chief Town Planner Morad Ahmad. In
his typical demeanour of feeding us with his backyard shenanigans he
defends the formation and agenda of this Committee by claiming that
"Framing a new act is difficult and there is no time frame". All he
plans on doing is ensuring that he and the corrupt TCP can continue to
hold their sway to do the biddings of their political masters while
giving the villagers the run-around along with the Directorate of
Panchayats. All of them are hand in glove to promote the interests of
vested parties like the real-estate, hotel, mining and business
lobbies etc.

Obviously there is no intention to take into account the wishes of the
Goan people as they have consistently expressing all these years.
Various groups have worked to spell out what development they want as
expressed through their village plans that they have drafted as
envisaged in the Eleventh and Twelfth Schedules to the Constitution of
India in the 73rd and 74th amendments. There is no provision for this
in the outdated, deficit and biased Goa TCP Act, 1974 which is more
than 36 years old and that has been amended already on three occasions
namely - in 1994, in February 2007 [to revoke the RP 2011] and in
March 2008 [to obviously provide a conevenient detour for the Goa
Government to force PPP projects like IT Parks, Health Parks, Food
Parks, Sports City and Cricket stadiums upon the people even when they
are not required].

There is obviously a hidden agenda to intentionally disregard the
wishes of the Goan people by not including representation from the
Village Level Committees and Gram Panchayats in this participatory
process but rather leave it to the Consultants appointed who can be
easily swayed or influenced to adopt what the Goa Government wishes to
hoist on the people.

While the notification states:
"The terms and reference of the Committee will be to review the Goa,
Daman and Diu Town & Country Planning Act, 1974 and making it in the
fitness of the present situation vis-à-vis other Rules, Laws, Acts,
etc. The Committee shall also suggest deletion of the irrelevant parts
which are not in the fitness of present day situation."

- Obviously there is no desire to draft a new TCP Bill to replace the
flawed and hugely deficit one that currently is in place.

-This outdated and biased TCP Act would be a mere band-aid or cosmetic
tool where there in need for some major revision and surgery to stem
the deceit, rot and chicanery that is taking place in Goa today under
this Act. The Goa Government clearly has no resolve to do so!

PANAJI: After several amendments during the past three decades, the
Goa government has constituted an eight-member committee to review the
Goa, Daman and Diu Town & Country Planning Act, 1974. However, not
everyone is happy with the composition of the panel.

The committee is headed by commissioner and secretary (TCP) Rajiv
Yaduvanshi as its chairman, while senior town planner James Mathew is
the convenor. The other members comprise advocates Mahesh Sonak, Nitin
Sardesai, Cleofato Coutinho, former Panaji councillor Patricia Pinto,
Shridhar Kamat and the under secretary (drafting) of the law
department.

"Framing a new act is difficult and there is no time frame," TCP chief
town planner Morad Ahmed said.

While amendments have always been carried out, there is a need to
consider a review to suit the present day scenario, he added. "Many
things have come up now and there is a need for changes, while some
provisions cannot be easily implemented," Ahmed said. The availability
of satellite imagery is also a factor necessitating the framing of new
rules.

"The members at serial no 6 and 7 (Pinto and Kamat) represent civil
society as nominated by the government. The terms and reference of the
committee will be to review the Goa, Daman and Diu Town & Country
Planning Act, 1974, and make it in the fitness of the present
situation vis-a-vis other rules, laws, acts, etc. The committee shall
also suggest deletion of irrelevant parts which are not in the fitness
of the present day situation," an order issued by the government
states.

Goa Bachao Abhiyan (GBA), while holding a series of agitations over
the act and drafting of the Regional Plan 2021, had demanded that the
act should be in consonance with Article 243 ZD as amended by the 73rd
and 74th amendments to devolve powers to municipal bodies and
panchayats and district planning committees for the purpose of
participatory planning.

"The GBA had recently written to the chief minister asking that the
TCP Act be amended to incorporate provisions of the 73rd and 74th
amendments, which would ensure a bottom-up participatory planning,"
GBA convenor Sabina Martins said.

But while the government has amended the TCP Act (Sections 16 and 16A)
to allow projects through the back door, it has not incorporated the
73rd and 74th amendments sought by the people in Goa in formulating
the RP 2021. Martins declined to comment on the composition of the
review committee, but expressed the hope that it will stand firm in
ensuring what the government failed to do in terms of participatory
planning and revoking Sections 16 and 16A of the TCP Act

Another GBA member said the DPCs were constituted earlier this year,
but have to be recast following ZP elections, but expressed
dissatisfaction with the representation in the panel. Agreed another
architect, "Taking lawyers on board is a good sign, unless they defend
builders or have stakes in the building sector. The panel could still
be strengthened by including an architect, social engineer and
environmentalist. The committee needs people who would stand for the
environment and social engineering."

CUNNING RANES DESTROYED SATARI.

With reference to the above link, are we still in stone age or the 21st century ? A man made wooden bridge made of bamboos and coconut tree trunk still prevails in Goa, which is in taters at the moment and that too in the constituency of the former Chief Minister and present Speaker of the Goa Legislative Assembly Mr. Pratapsingh Rane , Whow ! I thought, the number of times that the people of Sattari have elected their demigod to the Assembly, was because of all the development he may have done in his constituency.

He has been a member of the Legislative Assembly for almost three decades if not more and it’s extremely difficult to digest that the very basic requirements of the people in his constituency have been neglected. With the number of terms he has had as an MLA of the constituency, he should have made Sattri a paradise on earth. Most of his political life he has been, either the Chief Minister or a Cabinet ranked Minister, it’s a shame that after being in such a position for so many years he has failed miserably to adhere to the basic requirements of his people. What is the use of having such a senior politician in the Assembly, if he cannot even build a small bridge for the people of his constituency, for children to use it, to go to school ?

It looks like all the while Mr. Rane has been busy amassing wealth for himself by means more foul than fair as a politician, the children of his constituency have been risking their lives going to school to get basic education for themselves, so that they could someday become something, in life. But on second thoughts probably that’s what Mr. Rane does not want to happen, how can uneducated people challenge him, give them a few sarees, cycles, umbrellas or even a motorcycle or two and he can have all their votes, and laugh all the way to the Assembly.

In most of the Gulf countries, the authentic locals called Bedouins are left deep in the interiors, they are given every luxury and money in abundance but not education, as they have everything they need at their door step, they seldom venture into the major cities, they are happy to stay where they are and the rulers are more than happy to leave them where they are, so that they don’t educate themselves and fight for their rights. Probably this is the same policy that Mr. Rane himself is following, he doesn’t want the uneducated locals of the area to be educated because once they do, they will know their rights and fight for them or even his seat. Wise guy Mr. Pratapsingh Rane, and to make matters worse, he has managed to pull his son in as well, though a novice in politics he has been made a minister even though there were some very senior Congress politicians who deserved ministries and in just a short while, he seems to have out done his father in more way than one. The father son duo are ruling the roost up north without any benefit to the locals.

I hope people of Sattari realize their folly, in their blind faith in their demigod and see the truth in earnest for what it is.

SURESH D. NAIK EXPOSES GOAN WELFARE SOCIETY'S PRESIDENT ALEX WILSON COELHO.

Let me summarize the GWS business in Kuwait.

The current President of GWS is acting in a high handed way and has
uncouth manners in his behavior. And, GWS Constitution does not
confer on him the right to expel me from the membership. By acting
irresponsibly he is hastening the downfall of the GWS.

When I was issued a show cause notice, I immediately replied on
09/03/2008 through internet addressed to the President (Hitler) but he
did not have the guts to read my reply at the subsequent AGM held on
18/06/2010 at the Carlton Tower Hotel. I attach here the same reply
for the information of all concerned. I reiterate that I am still and
will remain a legal member of GWS.

GWS was registered in Goa way back in 1995 and the annual registration
was not renewed as required by the rules and regulations, why?
Alex Wilson Coelho had bogus plans to build a NRI City in Goa. Alex
Wilson Coelho, his brother (employed in Margaum Municipality and
Rabindra Pimenta ostensibly negotiated a deal with the land owner at
the rate of Rs.50.00 (Irs.Fifty) per square meter. Till today, nobody
is aware of the developments of the NRI City. Any takers? So, where
is the question of demanding commission as I had never met the
landowner nor I was a part of the negotiation for the land to be
purchased?

Alex Wilson Coelho unsuccessfully attempted to paint me in the red
but, here is my professional profile.

From 1964, I worked in the Town Planning Department of the Goa
Government with excellent reputation and came to Kuwait in 1975. Mr.
Edgar Ribeiro, the former Chief of Town Planner of Government of India
was unhappy because I was leaving the Department but he used to praise
me for my precise work and decisions.

I had successfully organized numerous social events including Festa
Academica to encourage young players to take to football.
I was one of the main coordinators in tandem with the late Dr. Rui
Aguiar, Dr. P. Hede and Dr. Leslie Saldanha to organize the famous Goa
Medical Ball.

I personally used to visit the Goa Medical College and request
Dr.Verma, Dr.Parashar, Dr.Ghosh and Dr.Singh to help the poor and
marginalized patients admitted in the hospital.

It may be recalled that one Dr.Emerico D’Souza was blacklisted and
could not continue with his internship but, I personally intervened
and requested the then Chief Minister, Mr. Dayanand Bandodkar and

I am the FIRST PLANNER to form the Society for Government Employees
admeasuring 12 Plots in Porvorim, behind the Sanjay School. Each plot
admeasured 600 sq.mts at the rate of Rs.8.00 (Rs.Eight) to be paid
over a period of 20 years. Today, the society is known as Pundolik
Nagar.

When I landed in Kuwait in 1975, I had an offer from Kharafi
Construction as a Project Planner and was posted to
Farwaniya/Jahra/Adan Hospitals. Thereafter, to Al-Ahli Bank/MPW/MEW
and Bayan Palace. I also worked for W.S.Atkins-Consulting Engineering
Firm for the Fahaheel Expressway as an Utility Engineer for 17
bridges. After 12 years of successful career I received a call from
W.S.Atkins, UK which offered me a career in Saudi Arabia as Planning
Engineer and, I readily accepted it. In 1993, I again got an offer
from Kharafi Constructions, Kuwait and I was back in Kuwait and
working till date.

As of today, I have kept my good name and dignity in Goa, Saudi Arabia
as well as in Kuwait.


It may be recalled that GWS used to organize socio-cultural events,
like May Queen Ball, Goa Day, Christmas Tree and used to print
Souvenirs charging KD.100.000(KD.One Hundred ) Per Page. The cunning
fox introduced a tricky idea suggesting that KD.30.00(KD.Thirty) to be
given as commission and balance KD.70.000(KD.Seventy) for GWS. As most
of the advertisements were covered by him by virtue of his position in
the Bank, the cunning fox amassed huge illegal wealth by way of
KD.30.000 as commission.When in 2004, May Queen was organized at the
Fakhrudin Restuarant, the ex-President Rabindra Pimenta paid
KD.200.000 (KD.Two Hundred) as TIPS to the waiters without consulting
the committee members. And, the veracity of the tips is doubtful
because the hotel is not a starred one.

During my membership of the last 15 years, I refused to solicit any
advertisements because of the commission system. The GWS Constitution
does not state any commission system.

Let me brief about the Projects.

Alex Wilson Coelho had a big but bogus desire to build a NRI Hospital
in Goa and called a meeting of Goan doctors working in Kuwait. He gave
a BIG lecture that highlighted his ignorance on the subject of
construction. I wasted my time and energy to design the hospital
project of 150 beds plus canteen and also, doctors and nurses
residences and the same was published on the GWS souvenir to hoodwink
the public because till date there is nothing about the project.
Alex Wilson Coelho then had another fictitious idea to build a NRI
City for oversea Goans at the Verna Plateau. The negotiation was made
by Alex Wilson Coelho, his brother and Rabindra Pimenta. The rate
agreed was Rs.50.00(Rs.Fifty) per square meter. I was not invited for
the negotiation but I had designed the Project for 350 plots plus
school, clinic,roads and gardens. I had also prepared a feasibility
study outlining the cost of construction and the ensuing profit. Alex
Wilson Coelho informed me that he would like to first discuss the
project with the then CM, Manohar Parrikar. He traveled to Goa at
least three times to discuss with the CM and everytime he asked me
copies of the Feasibility Study and the Design Plans. I came to know
that these cunning fox NEVER discussed the subject with the CM but
obtained personal favors through the CM. From that day onwards I kept
my distance from Alex Wilson Coelho.

Arguably, if GWS has the right to allot KD. 30.000 as commission from
the advertisements charges of KD.100.000, than I have equal right to
demand my fees for designing and preparing the feasibility study for
the Hospital and the NRI City. Come on, Alex Wilson Coelho pay me my
fees at the earliest otherwise I will have no option but to take legal
action against you.

Today as an Honorary President of the Goan Cultural Centre, I am
offered lot of cooperation, assistance and guidance from majority of
Goans, Mangaloreans, Punjabis and other Indian communities because I
am not behaving like a ali baba Alex.

As a member who attended the above subject meeting, I am compelled to
make the following comments: Apparently, the meeting was not called to
discuss the agenda as outlined in the "Notice to Members" dated August
29, 2008 signed by Ms.Sharon De Sousa, but to target those members who
are determined to unravel the truth about the ulterior motives of
those responsible for the affairs of the Goan Welfare Society.
Mr.Wilson Coelho, arrogantly and blatantly pointed an accusing finger
at me. Mr.Coelho said, quote "Suresh says, teh chor mure, teh chor
mure, tenim poixe khaile mure" unquote. As a responsible Goan
expatriate, I enjoy considerable respect in professional and social
circles and, I would not stoop so low as to utter such trash. The
former Vice-President of GWS, claimed that people on the football
grounds had said the above quoted words which, unfortunately and
without evidence, Mr.Coelho attributed to me. This subject was also
stirred up during the meeting held at the Fakhrudeen Hotel in the
past. Being a member of the Goan Welfare Society, it is my inalienable
right to know about the accounts of the Goan Welfare Society. I still
say that the logic behind the Fixed Deposits Certificates kept in the
personal names of individuals is the root cause of all the trouble and
suspicion. I recollect that the funds were supposed to be transferred
in the name of new committee members elected during the tenure when
Mr.Tony Cordeiro was the President of GWS. What is your answer
Mr.Coelho? Do not force me to dig deeper.

NRI Hospital Project Goa. A Big DREAM on Expatriates Goans in Kuwait.
Mr. Wilson Coelho, inspired by the devil, came up with a lucrative
project to build a HOSPITAL in Goa claiming that many Goan doctors are
working in Kuwait. Mr Coelho called 2 (Two) meetings to discuss the
project, and ostensibly called some Goan doctors to attend the
meetings. The meetings were held at the residence of Mrs. Muriel
Alphonso. I was assigned the task to prepare a Preliminary Layout,
plan and feasibility report and, subsequently, without suspecting the
fraudulent intentions of Mr. Coelho, I put my time and efforts to
professional design the proposed Hospital Project for 150 beds with
facilities for Resident Doctors and Nurses (This was also advertised
in a Goa Day souvenir that year). The hospital would also have a
modern canteen. Where is the Hospital Mr.Coelho? Or are you still
nurturing thoughts of playing a second fraud? Beware, one can fool all
the people some of the time or some of the people all the time but
not, all the people all the time.

NRI City Project at Verna,Goa. A second DREAM on the Expatriates
Goans in Kuwait.

Mr.Wilson Coelho, in conspiratorial conivence with Mr. Rabindra
Pimenta, came with a proposal to build a NRI City at Verna,Goa and
indicated that a huge tract of land measuring 150,000 square meters
was available at the flat rate of Rs.50/- (Rupees Fifty) only per
square meter. (I was not introduced to the landlord). Being a
professional in the construction industry, I advised Mr.Coelho that we
need to check the "Title Deed and other relevant Documents" and also
obtain comments from the Town Planning Department. Mr.Pimenta
intervened and said that advocate would charge Rs.5,000/- (Rupees Five
Thousand) only to verify the Property Documents and further added that
Goan Welfare Society would NOT pay these fees to the Advocate. Strange
logic. NRI City for Goans to be built by GWS BUT not willing to pay
Rs.5,000/- to the advocate. I immediately retorted by saying that we
THREE (Mr.Coelho, Mr.Pimenta and myself) can contribute the fees for
the advocate.

I then called my colleague in the Panjim Town Planning Department and
requested him to visit the property and to brief me on the subject.
My colleague called me and informed me that there was every
possibility, that the Goa Government may acquire the property and
that, only Mr.Manohar Parrikar, the then Chief Minister of Goa had the
authority to release the land for the NRI City Project.

Mr.Coelho then asked me to prepare the layout for the project with
allocation of plots and to conduct feasibility study detailing the
expenditure. Consequently, I prepared a layout with 350 Plots in
addition to a Kindergarten School, a Supermarket, a Health Clinic and
other infrastructural facilities.

One day, Mr.Coelho called me at least 5 times and said that the next
day he would go to Goa to see the Chief Minister, Mr.Parrikar.
Mr.Coelho said that he wanted to review the project to answer any
queries that may be raised up by Mr.Parrikar. Subsequently, through
my contacts, I came to know that Mr.Coelho NEVER discussed the
project with Mr.Parrikar and, on the contrary, Mr.Coelho managed to
obtain favors for his personal glory and satisfaction.

Further, I had told Mr.Coelho that if the cost of the land is Rs.50/-
per square meter than, another amount of Rs.10/- (Rupees Ten) only
will have to be added to cover other expenditure like:(a) Development
Fees, (b) Land Conversion Fees, (c) Panchayat License Fees, (d) PWD
Fees, etc. I was even generous to inform Mr.Coelho that I would
provide FREE Technical Services for the project, as I was more than
happy to be associated with the project.

The above are just fabrications of lies and deceit to tarnish my
reputation because I dig deeper into the concerned files of GWS
affairs.

Further, Mr Coelho, for how long will you keep the GWS members in the
dark? Your assertion that you won the case filed by Mr.Alexander
Fernandes is totally baseless As Mr.Alexander Fernandes has clarified
that he had withdrawn the case on 3 conditions but, you till date you
have failed to fulfill the 3 conditions to honor your words.
Finally, Mr.Coelho your dreams are over and NRI City will not come up
if you sleep over it and the present market rate. Indulging in
fabrication and lies will lead to more lies and, so on and, so forth
till the devil will have the LAST LAUGH.

Suresh Naikt of GWS is acting in a high handed way and has
uncouth manners in his behavior. And, GWS Constitution does not
confer on him the right to expel me from the membership. By acting
irresponsibly he is hastening the downfall of the GWS.

When I was issued a show cause notice, I immediately replied on
09/03/2008 through internet addressed to the President (Hitler) but he
did not have the guts to read my reply at the subsequent AGM held on
18/06/2010 at the Carlton Tower Hotel. I attach here the same reply
for the information of all concerned. I reiterate that I am still and
will remain a legal member of GWS.

GWS was registered in Goa way back in 1995 and the annual registration
was not renewed as required by the rules and regulations, why?

marginalized patients admitted in the hospital.
