CANDOLIM GRAM SABAH MEETNG HELD ON 26.11.17


The II Ordinary Gram Sabha Meeting of Candolim Panchayat was held on Sunday 26th of this month at Abade Faria Government Primary School, Pintos Vaddo,  Candolim, attended by a good number of attendees some of whom having no place inside the venue had to stand outside the windows and observe the proceedings.  The gathering was assured by the Sarpanch to make arrangement for the suitable venue for the next meeting

As per the official announcement the meeting was scheduled to begin at 10.00 AM but instead it started at 10 45 which was not accepted in any way. We are not idle, Panchayat members may be.  This system of Ladru-Pedru type of people is accepted only by the Ladru-Pedrus and not by the disciplined people  Next time Sarpanch in particular must take note of this goof and should not think Candoicars are Lamanis or settlers from Karnataka  This system of ignoring time discipline was introduced in Goa by those who came to Goa from Ghanttar and Karnataka or Madras and also from other parts of India immediately after the invasion of Goa by the corrupt undisciplined Bharat.  This is against Goan culture and Goan system  Those who are pushing forward this system are openly displaying their non-Goan culture even though they are wrongly depicting themselves as Goans.  Accepting of bribes in lakhs of rupees was not in existence before the invasion of Goa by BHARAT but it took birth in Goa only after the invasion of Goa implanted in Goa by the influx of non-Goans who by joining political life in Goa especially at Panchayat level started looting Goa to build Bungalows for them and buy Limousines. In my locality I see these looters in broad daylight.       

The important official that is the Panchayat Secretary remained absent for this meeting thereby losing much of the link of the preceding meetings. It is not known whether this absence was intentional or really warranted.  Unfortunately some policemen were also seen at the entrance of the venue thereby giving an impression that police raj was introduced during the Gram Sabha Meeting in Candolim.  This scene of Police gave a very bad image of Candoicars  Generally speaking, Police force is required to catch the SArpanch and other Panch members when they extort bribe from the people for providing them Panchayat services and also to catch the Panchayat members while they are looting the Panchayat.  Robbing and looting is the hallmark of the Panchayat members almost all over Goa and in the coastal belt mainly below my nose it is worst for this reason Panchayat members in the coastal belt are become crorepotis including those who are below my nose and around my shadow  And yet shamelessly they are moving in society with their collar high.

This Panchayat Meeting was held in a very casual manner without following the normal discipline.  For example, the Minutes of the last meeting were not read and ratified in the beginning itself.  The Sarpanch Blaze lacked certain discipline and decorum to speak while answering to the gathering.  He talks on the mike as if  he is dictating like a dictator with his Hitlerian tone.  This should be avoided and if necessary he should undergo a special  training in public speaking because he is representing the great village of Candolim where there are stalwarts in public speaking.  He cannot talk the way he talks in the "Nisteacho Bazar".  

It was a pity that from around 5000 voters in Candolim, hardly 300 villagers attended this Meet. It is a shame for Candoicars to fill their representation only by the number of voters as indicated above.   Why the rest of the Candoicars preferred to remain at home instead of attending the meet ?  In this way, will they protect their interest and that of their village and also of Goa?  It is a shame for  the village Candolim to abandon their responsibility and if this trend is repeated then the Lamanis and Ghanttis will rule Candolim.  As it is one Lamani is already playing the role of a skipper.  He came from neighbouring State like a slave and now become a Master in the village.  His ambition is to become the next MLA for this reason he deserted his old mentor Congressman. 

My “Salute” goes to the ex- Sarpanch Mr. Tukaram for attending this meet like earlier too and taking part in the healthy discussion for the betterment of the village while the other ex Sarpanchas were sleeping  at home. They think they are like Maharajas  and Feudal Lords and as such they feel shy to attend such meetings because they are suffering from ancestral inferiority complex, they only want feudality to rule and not to be ruled for this reason people earlier rejected them and will never re-elect them.  They are politically R.I.P.

Kudos to those who expressed their views freely and boldly like Cheddo, Mickey, Roshan, Fatima, Regina, Jose Marie, Damian, Sachin, Domnick Colaco, Caetano Rodrigues and others, they all rattled the treasury benches who were found wanting in satisfying the public.

The topic hotly discussed were of Garbage, illegally functioning Casino in Candolim, proposed road from Sinquerimg to Baga, illegally erected settlement near Araddy Sankou touching the main road, total opposition to Coal at Vasco, nationalization of Rivers, formation of different committees under the Panchayat etc.  Though the audience was not very big yet they performed their role very well by keeping the treasury on the toes.

Casino is running illegally as informed.  Why? What Panchayat is doing for such a long period? When it started first why Panchayat remained silent?  Or was Panchayat bribed then and still the same?  Dwelling place near Araddy Sankou is illegal as informed.  Why?  What Panchayat is looking? For bribe? Generally speaking in Goa all the illegal activities are done only thru bribing the Panchayat because they are purchasable commodities for this reason almost every Sarpanch is become a crorepoti as it is under my nose. And shamelessly they are moving in society with pride. One of them from my locality is not even having a shame of his relative who is a priest for acting like a Hitler issuing threats to me saying he will show me when I go to him for any job.  This bloody Ghantti whose roots are outside Goa and talking big - big things? What he think of himself? This bloody "kalcho - porcho Potto" in Candolim should not think that the organisation he is heading is his father's property. Michael Lobo must first initiate enquiry against this man’s accumulated disproportionate asset, instead of others from this constituency.

It was observed in the meeting that the minutes of the meetings are not recorded properly for this reason people showed their reservation on this topic.  Hope this time the minutes are properly worded and correctly recorded.

FR. CHICO MEMORIAL SOCCER FESTIVAL IN CANDOLIM.

To mark the 100th birthday of Pe. Chico Monteiro from Candolim, Bardez, Goa, a two day soccer festival was organized in Candolim at the Dr. Gustavo Monteiro Foot-ball Ground, by the Fr. Chico Memorial Trust consisting of Mr. Esmeralda Gomes – The Chairman, Mr. Valentino Rebello – The Treasurer, Dr. Gustavo Monteiro – The Secretary with the following Trustees:

Mr. Selvio Fernandes,
Dr. Jose Monteiro,
Prof. Oscar Noronha,
Prof. selza Lopes,
Dr. Sergio Martins.
This two day soccer festival held from 18 to 19th of this month was the fitting tribute to the departed soul of Fr. Chico Monteiro who was once a great lover of the beautiful game of soccer.  He was also an exceptionally  talented soccer coach that coached the once mighty soccer team from Panjim, the Academica and the then Goa Champion Sesa Goa. Besides in Candolim he formed three teams namely BRAZIL, SANTOS AND APURBAI of different age groups.  He coached the boys and his teams on the Brazilian pattern in which he acquired the perfect aptitude and knowledge after personally watching the Brazilian soccer played by those great Brazilian foot-ballers of fifties and sixties namely Pele, Zagallo, Vava, Garinha and others.

The Candolim foot-ball ground was a gift of philanthropist Dr. Gustavo Monteiro the elder brother of Pe. Chico - to the Candolim Panchayat.  This ground was done somewhere in 1955 when Candolim was in dire need of nice soccer ground where early in the morning the Portuguese Pakles and Khapris from Aguada used to play soccer there before the unwarranted invasion of Goa by the Bharat Serkar without consulting the Goans.

This Ground has produced some of the finest players of Candolim who later on donned the colours of top Goan teams namely Sesa Goa, Salgaocar, Shantilal, Dempo, Vasco and others including outstation teams. In fact what Monteiro’s family has done for sports in Candolim especially for soccer, no one else in Candolim has done.  Dr. Gustavo Monteiro has been the long time president of goa Foo-ball association in which capacity he helped the development of soccer in whole of goa while in Canolim he gave his life for developing Candolim players. It was under his leadership that Candolim reached into the first division of GFA during Portuguese time – that time there was no Senior Division.  Considering his contribution in the development and promotion of Candolim foot-ball, It will be appropriate to have his Statue erected nxxt to this Ground. Panchayat of Candolim must immediately initiate this move.

The final of this foot-ball was played on 19th between St. Thresa’s High School CandoliM and Monte de Guirim since it was a school teams festival where Candolim won by one goal to nil. 
    

The final was attended BY a good number of spectators mainly the well wishers and friends of Pe. Chico including the family members of  Moneiros.
