Besides being a very small State and for other logistical reasons it may not be desirable for Goa to have its own High Court. Sikkim also a small state, in different circumstances has its own High Court since 1975 but all other small states Arunachal Pradesh, Manipur, Meghalaya, Nagaland, Tripura, and Mizoram have benches of the Gauhati High Court.
The current arrangement of the Bombay High Court at Goa is working reasonably well. However there is need for urgent steps to be taken to expedite the huge backlog of cases. If the government also takes just, proper and judicious decisions the High Court would be freed of a lot of unnecessary litigation.
Once the current pendency of cases is dealt with, two or three judges at the High Court would be able to cope and do justice to the work load. With good and competent judges the wheels of Justice will move efficiently. In 2009 a couple of extra court rooms were hurriedly readied at the High Court and we were told we would be having half a dozen Bombay High Court judges deployed in Goa. These Court rooms remain unused while the backlog of cases has just piled up.
What should have been ensured was that the Bombay High Court at Goa selected office staff only from Goa. Sadly this has not happened. Even the peons and sweepers are being brought from Maharashtra. It would be nice if reciprocally Goans could have found jobs at the Bombay High Court offices at Nagpur, Aurangabad and Mumbai.
