RTI REVEALS THAT REGISTRAR OF NORTH GOA DISTRICT COURT IS SSC WHILE APEON THERE IS DOING LLB.
The educational qualification of Registrar cum Chief Executive Officerof the North Goa District and Sessions Court Mrs. Aruna Gaunekar is only SSC while a peon in the Court Mr. Paresh Gaonkar is doing his second year LLB.
This has been revealed in information furnished to Adv. Aires Rodrigues under the Right to Information Act. Mrs. Aruna Gaunekar who joined as a stenographer and later became Superintendent was promoted to the topmost post as CEO on 8th October 2010.
Adv. Aires Rodrigues has been further informed under the RTI Act that the Registrar cum Chief Executive officer is the overall incharge having control and supervision over the Administration, Establishment,Judicial, Accounts, Finance and Budget branches of the North GoaDistrict and Sessions Court.
Adv. Rodrigues has been further informed that the Registrar cum Chief Executive Officer is also responsible for the effective administration and has to assist the Principal North Goa District Judge in the inspection of Courts and the appointment, promotion, transfer anddepartmental inquiries of the 300 odd staff working at the North Goa District Court and the subordinate courts under it.
The other duties of the Chief Executive Officer involve maintaining of confidential reports of all staff of North Goa District and the subordinate Courts while also handling all the confidential correspondence including the files pertaining to the Departmental Promotion Committee.
Adv. Aires Rodrigues has today stated that it needed to be probed whether Principal North Goa District & Sessions Judge Ms. NutanSardesai had manipulated the Departmental Promotion Committee meeting to facilitate and ensure the selection of Mrs. Aruna Gaunekar so that she could have her choiced person on the top post.
Adv. Rodrigues has alleged that amongst other eligible candidates there were graduates who were sidelined despite the recruitment rulesmandating that in selection to the post by promotion preference had tobe given to Graduates.
Adv. Rodrigues has also drawn the attention that the recruitment rules to the post also state that if the post of Registrar cum ChiefExecutive officer is filled by direct recruitment a degree in law withthree years legal practice was mandatory.
“In this background how can one expect a person with SSC as theeducational qualification to discharge the duties and responsibilitiesas the Chief Executive Officer of North Goa District & Sessions Courtand its subordinate courts” questioned Adv. Rodrigues.
Stating that all earlier Registrar cum Chief Executive Officers were at least graduates if not Law Graduates, Adv. Rodrigues has demanded that the High Court should look into this serious anomaly as the 54year old Mrs. Aruna Gaunekar would otherwise continue in that post forthe next six years in rank violation of the recruitment rules whiledoing grave injustice to that high and important post as CEO of the North Goa District and Sessions Court.
