HOW CAN YOU GOVERN WITHOUT DECLARED POWERS?

 According to their Manifesto, the BJP in the coming Zillah Parishad election is surprisingly silent on the devolution of powers to the ZP. Why BJP has not paid serious attention to these powers in its manifesto?  Even in the past its elected members did not do much to get  these powers delegated to the ZP. And now that they kept their silence on this very essential requirement indicates how careless and wrong  BJP is. They got everything on silver platter  including all the “baddeache” rascals of Congress Party who not only gone against their oath

but also against the morality and religion because no religion tells you to cheat others. 

Talking of Congress Party, if this party was erect in its functioning today we would never have the curse of communal party to rule over us especially in our “bhangarachem Goem” which is known as “Saibachem Goem” where for the feast of Goencho Saib at Old Goa a large number of devotees are non-Christians who adore the “Goencho Saib” so devotedly beside overwhelming majority of those doing business there are also non-Christians mainly the Goan Hindus many of whom they liked Goncho Saib only during the feasts of Goencho Saib since during these feasts these merchants are doing very good business and thus make lot of money.  During these feasts  Goencho Saib is good and necessary otherwise he is bad” and “Goencho Saib Christian mure, tanne amcheam Hinduank battoilea mure, to amcho vhodd dusman mure”. These bloody rascals when Goa was invaded by the useless country Bharat these Hindus were calling and taunting St. Francisco Xavier the patron saint of Goa as “FORSULO”, one of such Hindu rascals  was asking me in my village, “Khuim ghelo re tumcho Forsulo atam, techo Portugues ghelo mure”.  For this I replied to him that Portugues is not the “bacho” of Forsulo but Portuguez was the “Minn” tumcheam zaiteam Ostoreancho, teanch Portuguezani tumcheam bhailank “baba” korun dovorleat tenkam atam posat.  Eklo Portuguesancho "nomuno" mhonn aslo taka xekim Sunitan kobar kelo". 

 The greatest beneficiaries of Portuguez were Goan Hindus otherwise the entire mining industry and other commerce and trade would not have gone into the hands of Hindus many of who ironically and falsely say that Portuguez  in Goa were the "Kumpar" of Christians but actually it is not correct, may be a few Christian Brahmin bhattkars but better dividends and better opportunities of Portuigues were gained by by the Hindus who almost belonging  mostly to the “negociante” class.

With BJP coming to power worst things have happened in India because of their bad governance, their leader premier Modi himself was reckless in running the affairs of the country. The demonetization decision he so wrongly took even against the advice of Reserve Bank of India kept India far behind. And contrary to the promise of getting back all the illegally  looted money and stacked in foreign Banks nothing has been done. All those corrupt Indians deposited their loot in the Foreign Banks are moving like "Fidalgos" with their heads high.  Can Modi and his government dare to touch them?  Modi can touch only “FOTTKOTTE CHONNE”.

If you move a bit ahead, you see the collapse of Banking system in  India where the looting of Banks goes unhindered with the silent nod of the government and blessing of the  ministers to allow the financial rogues to borrow from the Banks in crores of rupees which finally goes for settlement thru write off process as if this money is the fathers’ property of the concerned Banking authorities.  This money belongs to the public collected thru the tax payers.  By writing off this money the government commits a big robbery on the tax payers. Such governments are not fit to govern their countries.

Now coming back to the BJP, it is committing a big blunder by not demanding powers to ZP. How BJP wants to function in ZP without its officially declared powers? Now BJP is ruling in Goa and as such It will be easier for the BJP to get their work done thru direct contact but if instead any other party rules Goa, then what?

WHAT BJP HAS DONE TO DELEGATE POWERS TO ZP?

The Zilla Parishad Election will be held shortly in  Goa and every candidate is working very  hard at least in my Constituency, to  win this Seat.  Almost every candidate tells that his first priority once he gets elected, will be to put pressure on the government and the MLA’s to devolve  the ZP powers back to ZP, currently and since long time now these powers of ZP are held by the government and MLA’s.  in fact thru these powers retaining in their hands the MLA’s especially the ruling party are acting like owners of ZP and if these powers are passed on to the ZP the dadagiri of MLA’s who are playing their dirty games of harassing the public and demanding hefty bribes for the government work  which cost nothing, will come to an end.  Knowing they will be non entities in front of the public in the absence of these powers in their hands, they will never pass on their powers to the ZP.  This is the whole cunning trick on the part of the government and MLA’s not to delegate the powers so far held by them and the same meant for ZP, to ZP. By keeping these powers into their hands the ruling government and the MLA’s are committing a “Chori”  on ZP because it looks like a pure robbery of the powers of ZP.

It was surprising how for so many years this robbery was allowed and none of the governments had guts nor hearts to give to ZP what belongs to ZP.  I don’t know what will be the role of BJP candidate in this matter but one thing is certain I have no trust in this BJP government nor in its MLA’s because during the last so many years of ruling Goa none of the BJP members made any serious attempt to devolve the ZP powers rightly back to ZP.  Even if they declare their intention with bold capital letters now to fight for transferring these powers to ZP, I will never believe them because they are not believeable, the premier of India Modi who is the BJP party member himself is a liar who lied us Goans when he promised us for our  Goa "Special Status" category in return for our intention to get BJP members elected.  We as true Goans fulfilled our intention but did Modi fuliflled his promise given to us while addressing the mammoth election meeting at Merces roundabout a few years back?  Can anyone accept such a goof from the highest authority of this country?  If the Prtemier of India cannot fulfill his promise then what about the others?  Such nonsense and lies were not taking place in my beloved Goa during the colonial rule, those Portuguese had character and dignity, even the worst dictator Salazar had respect for the promise and the Governador of Goa Vassalo e Silva always fulfilled his promise.  It is here that lies the greatness and beauty of Portuguese though they may be bad elsewhere.  For this reason I salute them. we must thank Portugal and te Catolicism to create in our bodies and blood an extraordinary Goenkar in character - discipline - faithfulness, sincerity and many other best of virtues of which type are absent in the Ghanttis and other migrants however some of them rich may be.  Our Goan Hindu and Goan Muslim is totlly dfferent from other Hindus and Muslims from other parts of India.  Goan Hindus and Goan Muslims are beneficiary of the Portuguese and Catholic influence and precisely because of this there is very good fusion among Goan Christians, Goan Hindus and Goan Muslims.


It was only after  the invasion of Goa by the dirty Indian politicians  under the most dirtiest Premier of India Pandit Jawaharhal Nehru  who had no business to interfere in Goa that the unwanted, uncultured Indians started pouring into my great Goa and these Indias along with them brought in their dirty,  rough and agressive cultural and tradition habits and implanted them in Goa. If you watch minutrly the behavior of migrants who are coming to Goa like slaves, within short time they want to become master in Goa. If we do not do something for this now onoy then they will do everything within their power to degoanise us and convert us into their slaves just as the Jews from Israel coming from outside Jerusalem came, settled there and made the Palestinian Arabs as their slave even though the Israeli Jews came from abroad while the Jerusalem belomnged to the Arabs  Muslimms andn Jews. These bhaile will not even allow us to perform our religious duties  I am sure the "bhaile" will do the same thing for us because they have an added support for them from our MLA's, Ministers and government.
    

It is now the ball is in the court of public to impress upon the candidates and their partymen to work for giving to ZP what belongs to ZP and to question BJP their real intention on this subject.  They are ruling Goa now, ask them when they come for begging  your votes,  what role their earlier MLA/ZP members did in this regards, ask Michael Lobo who is the minister now what is his intention on this subject, he should tell us openly what role he -played in this regard, do not listen to their sermao put preach them your sermao otherwise tell them to get out from your door.  This is the most important subject of the ZP candidate otherwise it is useless in electing him without power.

IS ZILLAH PARISHAD ELECTION A JOKE?

During my conversation a few days back with one of the contestants for the forthcoming election for Zilla Parishad when he begged with me to vote for him and also pleading with me to impress upon the people to vote for him only,  I asked him,  why should I vote for you when you are not my candidate because you are selected without my consent and also without the consent of the larger number of the voters from our Constituency, ironically and regretfully you are selected by a coterie of those few who got some ulterior motive behind selecting you, in fact this coterie selected you because they want to loot the innocent locals by keeping their guns on your shoulder. 

This coterie has dumped the contestant on our shoulders in the name of their High Command which is as per my information is a fictitious body and existing only on paper. I will not vote for the candidate who is imposed on us by  a few having ulterior motive.  When I further asked him what have you done for the people in the past for their cause so that out of gratitude at least, they will vote for you, he had no answer. Hence, I will not vote for a candidate whose contribution for the public cause is Zero. Such candidates when elected they turn into Maharajas and Hitlers without any obligations towards the woes of the common people.

Then I asked, why you think people should vote for you, what qualities you possess to attract the people towards you?  He replied saying,  once elected I will do my best to settle all your issues. For this I retorted, when this toothless body ZP  is devoid of any concrete and practicable powers to do anything, how can you say you will do everything after you got elected?

 ZP election is a big tamasha and for the contestants as status symbol and once they get elected the degree of this status increases.  Some will spend  money  after this election while the others make their presence felt but the MLA’s will veto all the resolutions brought for devolving the powers of ZP back to the ZP.

On the paper the ZP are given lot of powers but they are not implementable till the MLA’s and government remained adamant to devolve these powers practically to the ZP, till then ZP will remain as a big joke.

In my Constituency there are many contestants vying for the victory, they have one object to defeat the powerful one belonging to the powerful party. But how they can achieve their goal individually?  Impossible, in this way they will all lose and for that matter they will all lose miserably giving victory on Silver platter to the already powerful party candidate.  They all should have come under one banner and fought the election one against the other. But no, instead they like blind volunteered to go on their own individually. Those who act as managers for their parties should have thought over it in the beginning itself.  Those who tried to destroy the structure of my village should be kept out and their candidate should be defeated otherwise they will further degoanise Candolim especially my locality. Candoicars must not forgive such persons.
