CM’S WRONG MOVE

The session of the Goa Legislative Assembly begins tomorrow. Amongst other issues it is expected to consider some amendments to the Goa Lokayukta Act. The proposed amendment to penalize a person who files a false complaint with a fine of one to ten lakhs and upto a year in jail is uncalled for. Infact the amendment should have been to reward and recognize every complaint which leads to the conviction of a Public servant.
I hope the Chief Minister himself will apply his mind and not pursue his proposed amendment. But if he insists let us hope better sense will prevail in the other 39 MLA’s. Infact I have today through an SMS sent to all the 40 MLAs including my MLA Mr. Manohar Parrikar urged them not to chain and shackle the citizens of Goa by voting for such a draconian and undemocratic amendment. The 40 elected MLAs and the people of Goa together must move forward to build a Corruption free Goa. For this we need to encourage every citizen to come forward with complaints of corruption and maladministration so that the current corroded system can be cleansed. Hanging a Damocles sword on the citizens even before the Lokayukta starts functioning would be a step in the wrong direction.
I am all for stringent action against those filing false complaints. The provisions of the Indian Penal Code
already provide for such punishment to those filing false and frivolous complaints and these provisions can be invoked by the Lokayukta when deemed fit. There is no need of a Parivartan as far as this is concerned.
